If army is out it does not contribute. It only takes effect with the hero and army in that city. It is good when storing a high amount of troops in a city.

Okay, to add to this:
It appears now that I'd most likely be able to devote time to play, but it's possible that things could regress to a state in which I cannot. Would the best course of action be to join up with you guys for season 3 with the unlikely possibility that I'd need to leave midway through the season, or should I simply play on another server?

You don't get jack from pop contribution, or the gold thing, if your hero is out of the town. That's why I don't necessarily care for them, its only good when you're at home fighting npc's.

Well for the record.. Personal Wealth is the same.. The moment you leave town the money goes to. Now I am thinking dont even waste any points on either lol

It's tempting (and it's the reason why Personal Wealth vs. Population Contribution is not as lopsided a decision as it might seem at first glance to some people), but your legacy hero will typically be at home during nighttime, so you can expect at least 50% value. That's worth investing at least a few points.
The exception is if you're out sieging all the time (like I was on my first S2 server).

So the money is generated during the night time? Maybe it would help to know exactly when the money is given??
Originally I was drawn to pop contrib cause I wanted more money to help with maintance when i was gone on a tear steal.. but this wont help in that situation. Not really sure why UBI wants to give you bonuses only if you sit at home.

Pop con is a constant income just like a gold mine; it doesn't just award a lump sum once a day. Whatever city the hero is in gets the bonus based on the troops there, until he leaves.
I'm considering making my legacy hero strictly economic, and taking pop con/round of drinks/gold digger. Then he'd just sit in the region and twiddle his thumbs.
Though my other legacy option I'm looking at is morale high 60/60/0 for a gate defender. But I just don't know if that would be worth the legacy points.

Season 3
Hey,
I just finished and got 519 legacy points on the TAD 2 server, and I would like an opportunity to join up with ToH if you all still have room.
I would like to play Haven, I think it's just way over powered compared to other factions at this moment.
Wesvaroth on TAD / TSD and TGU ongoing

When I had DR, the troops showed up at about 17:50 Pacific time. Not using it any more. T2's don't work into my play style very well.

Currently in an alliance with him on Dragon Legacy 3, you can check out his stats there, but is my comanager there, and is doing a simply awesome job (I'd have been wiped already without him).

New server is up. Though it is cooperative mode one.
I guess we can expect PVP one somewhat later, since coop ones seem to fill faster.

Starting an alliance on the Coop server, so join up if interested. Might as well play it seriously and try to win.
Its also zombie assembly 3 -- so its like going back to the good old days of TOH's first alliance on zombie assembly 1

I can send you links, need your emails.
But you can just join up, don't need to be settled close together in a non-pvp server. Once you land, just email me in-game and I will send you the invite to the alliance.
Planning to be in this pve server to the end. So there will be this server and the pvp that in theory should come up next week.

Apparently there is no set time. I am est. and on rl3 it pops around 11:15 everyday.
on the new server it pops between 8-9am on the first morning so will have to see. There is no set time but it appears that each server has a set time.

I know I have asked this before but want to make sure..
I have played with a legacy setup in DragonLegacy3 server... now if I use the same points but change the setup a bit... and I join the next server... will it affect my DragonLegacy Server?
