Hydras are better than Black Dragons most of the time. 2 Hydras cost the same as 1 Black Dragon and are stronger than one Black Dragon and can be buffed by Chaos Magic. Hydras beat Black Dragons most of the time, unless you use Armageddon. If you use Armageddon often, then Black Dragon are better than Hydras.

I think this is mostly correct if you play vs AI.
Against humans, they often have access to dispels and curses and Hydras are easy to manipulate. For example if you don't have Terrain Walk or Anti Magic or some Order spells for movement just one Quicksand will render them useless. Try using just Black Dragons in your army, you will be super fast and you can clear neutrals by using pure combat or any curses, summons, damaging spells, not to mention the Dragons themselves, you will be a lot more effective vs humans that way.
