Standalone scout units
After playing Dominions2 for some time, I come with an idea:
Let's introduce scout unit.
1) Why unit - because it's meant as scout. Period. You shouldn't be able to make scout an invisible town conquering machine, by equipping artifacts, experience etc.
2) It would be able to sneak (slowly, say 3-5 squares per turn) unnoticed, except for heroes with scouting skill and some other stuff. Especially good in multiplayer.
3) It would have decent sight range. And besides, it would enable you to See battles conducted by your enemies, without your participation . This way you could see not only what units does your rival have, but also what spells, hero abilities, and stuff.
4) Price would be about 750 to prevent spamming.

I kind of liked your suggestion, B0rsuk, but I would re-configure your "scout" this way:
1) is a unit, but can move on adventure map (if other creatures can't)
2) is able to provide its owner with information such as GM scouting in H4
3) is able to sleep on the map like a hero which means he gains ability to reveal small circle (up to 10 yards) around him
4) it can have its own army
5) it would work for your kingdom, but not for your hero
6) it would have "Stealth Adventure Map" and "Stealth Combat Map" which means it could only be seen when moving, but when standing - no.
7) unfortunately, it wouldn't gain XP or new secondary skills, but levels (primary skills eg: melee attack, HP) and increase in Scouting skills.
8) for a fee of 800 gold, it could do or gain an extra skill, effect or ability.
9) it berserks / no control over it by a player / freelancer
That's only my opinion, but you may have it your way.

didn't play homm4 enough to learn the details of a scout hero, so i may be wrong here, but doesn't it sound more or less like a scout hero that can't fight?
maybe you could just pay a little with your army and set up a spot where the adventure map is revealed? like bribing someone from the local population to give you information.
