I usually have 2 heroes. One for scouting and support the main heroe with creatures. And the main hero of course. Usually a strong magician.
But this can change depending on the map. But I usually go with this.

The only thing learning actually do is speed up leveling. Useless on large maps, where usually all your heroes reach level 20 or so. Eagle eye is better.

I think scouting is also pretty useless skill.
Maybe in the beginning it can help a little but in mid-game, when you have already explored the land, there is no use for it. Itīs very much like eagle eye. There should be some other bonuses in that kind of skills. Intelligence is also quite useless as you always (at least, you should) have enough spell power at the end of the game.

I think the discussion about "what secondary skill is usefull and which not" has to be seen in a different way.
Donīt think always only for your main hero!
Sure i wonīt take scouting on my main, but for my scouts i will. They r important at the beginning of a game (especially on an open map).
Same goes with mysticism. My main wonīt get it, but a scout, who is "on a long journey" and only fights small battles, will benefit from gaining 4 points a day.
Learning is also a good skill for a scout. He fights less, but could get expert in a other skill (earth, logistics,....) much faster.
Navigation is useless without water on the map...thatīs clear. But if there is water, a (second, third) hero can travel much longer and collect all the stuff on the water (like chests, wood, shipwreck survivor, perhaps some ghostships).Especially when there is a poor map, u will benefit a lot from these extra wood and money..
Ballistics is a good skill not only for your scouts, but for your main aswell. Perhaps some of u didnīt knew, but a hero with balistics will always have the first turn when attacking another town, coz of controlling the catapult.
And if the "castle-sitter" has very fast armies, this advantage of having first turn is awesome...I only tell u 3 words: "Cast a spell".....
Artillery is a skill which is underestimated from the most players (Even from me in former days..).
Look at the damage your ballista will make, when u r expert artillery and have some good attack skill. No problem for u to kill 1 or sometimes 2 Lev7 units. And at the first part of a game, u can fight against nearly every (lev1 to lev3) guards. Try it!
But i will stop here, coz the secondary skills will be a part of one of my next "How does.....work exactly" series...

Artillery is a great skill, sometimes. The ballista makes a difference in battles.
Scouting... I like that skill. It's veeery useful in early game, espicially for scouts.

People tend to forget their secondary heroes...
Btw, was it artillary or balistics that gives you control over your towers when defending a castle?
If I'm not mistaking it was artillary (don't kill me if I'm wrong, it's been a while. Just rebegan playing it since a long time) But controlling your towers can be deciding!

Part of this statement is false. A garrisoning hero with the artillery skill always gets to go first regardless of any troops speed or magical item. When guarding a town with artillery skill the defender has the advantage of the first move. After the defending heroe's archer towers go, ballistics takes its turn if the attacker has it as a skill, then troop speed, etc.
***Order Of Attack When Heroe Is Garrisoned***
-->The order in which a hero gets a turn(granting the ability to use his spells) is as follows when attacking a town defended with a heroe:
Question#1: ???Does the defender atleast have the citadel built???(providing atleast one archer tower)
Question#2: ???Does defender have artillery???(level of skill does not matter)
I. if yes, then defending heroe is allowed the chance to use spells and aim archer tower(s).
II. if no, then does the attacking heroe have the ballistics skill?(level of skill does matter when considering order of attacking)
A. if yes, then attacker gets first opportunity to cast a spell.
B. if no, then both the attacker and defender must rely on troop speed to see who goes first, thus enabling the chance for first usage of spells.

well if you are strong(military strong)enough to destroy a hero and you dont have much magic, then eagle eye is useful it willhelp you get some of the spells after the enemy hero is defeated. if you have way more spells than the enemy than eagle eye is not so useful

I resurrect an old thread
Eagle Eye goes with scout, and secondary hero. Eagle Eye isn't fit for strong hero (hero lead). When Eagle Eye means to move the Scholar, and then teaches strong hero. In RoE Christian has learned Scholar, and the strongest hero was Catherine. Too easy map, you walk around, and also visit to the Witch Hut, etc. Fights against enemies (scouts or secondary heroes), it before the battle, scout or secondary hero has few creatures, example of troglodytes, and harpies (from pro player). Later on more creature, etc (when took a town), He/she wins from a battle, and spells move to strong hero by very fast. You don't need visit to towns with 4 level. Eagle Eye and Scholar are teamwork! Do you remember that scholar'er Christian gets also First Aid from scholar, (if you're very fast), because of magic arrow, and too much blind spell. So in there Eagle Eye too. When all is empty, the best hero with many troops goes to underworld, and makes sacrifice artifacts. He/she gets experience, also it before he/she has updated from Witch Hut, etc and then attack to an enemy town. The end! Later on second map, many heroes are in there. But if all heroes are over 30 level, so Eagle Eye and Scholar becomes useless (you have learned about all spells), and other skills are meaningless. Take straight 99/99/99/99 with red orb, for example. And then you know that depend on map, or start practicing RoE maps to HotA, so you will become a pro. When you're very fast, and you're not over 30 level. But if alone or two heroes, it doesn't recommend taking. You should have more than 3. The best is four heroes. And then teamwork!
Special Eagle Eye, when mapmaker creates the map, where aren't blind, berserk, slow, etc Planewalker walks around, and fight against minor heroes, Planewalker gets slow, later on blind, etc It's only story, but hero who hates Eagle Eye, so he/she can tries without slow, blind, etc and all disabled, except for enemies. A hard game, it's also good practicing, if you were always use the Eagle Eye.
