The only problem is that you have to work from what you have.

No, not in altar, cause this neutral "town" already exists. All it takes is a bit map-making (map-editing).

well, maybe there could be a similar structure like the Dungeon's Portal of Summoning and you could summon other neutral type monsters not included such as peasants (who cares), boars, mummies, maybe even the more expensive Rust, Crystal, and Azure Dragons. If this were to happen take note that although Mummies are undead they belong to the neutral town so other troops in the same castle shouldn't have to experience negative morale.
