Most Ballistas comes from Heroes you hire in the tavern. Seldomly from the map (at least in time to make most use of it if you ask me). So since you basically get a hero worth 5000g it is a good deal just from the start.
But the most obvious answer is:
The ballista does not slow you down like it would if this was real life.
Thus it's just additional support and so one would be a fool not to take it if it shows up.
Now send this topic back in the grave.

swinm said: Ballista totally sucks.
However, in the late game, without any ballista/archery skills it can make 200-400 damage, and it is OK.
Well, if you want to blind the last enemy, you have to destroy it with something before.
you suck not ballistas lol
If you could use it properly you would use it to tank damage vs wandering monsters(ballista is high on AI list), if you have high attack hero like planeswalker or barbarian then it's also an extra shooter. Advantages are early game not late game.

Ballista will shoot even when all troops are blinded or stoned. You will not skip turn but cast magic like dispel

The best combo is Orrin + Artillery for Balista. Artillery allow him control machine and Archery make her a beast. It is best hero to use ballista and he can get it from blacksmith or from Christian. Also all Archery artifacts affects ballista.
