Is that object from "In the wake of gods" expansion? I think that hero loses secondary abilities which you consider useless.

I don't know about the expansion as I only have the original Heroes III, but the Market of Time is present in a few maps.

The Market of Time has no function at all.
As far as i know, the developers had an idea about that building, but didnīt implement it in the game anyway, so itīs simply useless..
Oh...Iīm only talking about Heroes3....donīt know if it has any function in Wake of gods...never played that.

The function of the time-market is, as suggested already, to delete useless secondary skills. You do this simply by typing in the name of the unwanted secondary skill (eagle eye, for instance), and for the fee of 500, the hero "forgets" all his subtle knowledge related to the art of eagle-eying.
However, as Angelito pointed out, this does apparently not work in any extensions except for Wake of the Gods.
