I vote for Military, but in a different way. Maybe the scenario could be over once a player controls some specific areas of the land (specific towns, a bridge, an underground tunnel). This way, we could avoid neverending scenarios in which we spend months chasing enemy heroes all over the place. I just hate having to do that when it is obvious that I won the scenario.

I like Angelspit's idea of a clear objective in a military sense beyond "Kill 'em all, and let their gods sort 'em out." In a way, we already have this (Capture town X), but it would be nice if this could extend to something like : "Control the bridge at xx,yy for X turns."
I think the political option is kind of neat as well, but it would entail adding some sort of diplomacy option like Warlords, where you could propose alliances with the AI as well as other players.
The surrender option could be interesting. ("Your opponents, to save their lands and people, send messengers begging you to have mercy upon them, and offer tokens of homage and submission. Do you accept? y/n ") Maybe in game turns, you would suddenly gain control of all their towns, mines, etc if only one player surrenders? Of course, their armies and heroes would disband so as not to pose a threat to you. :-)
We already have the resource control victory (flag All mines or creature dwellings). With the Fog of War, these could get a bit hairy, especially if some yutz with Grand Master level Stealth is running around. I hope in this case we can still leave garrisons at mines.
As another alternative, I'd like to propose a variation on "Capture the Flag". In this case, each side gets a specific artifact. The side that collects all these artifacts wins. This does pose the problem that, if a hero carrying the artifact is defeated by a wandering stack, it'll be time to send the gravedigger detail out to find him.
Of course, the way H3 scoring works, you get max points for defeating all opponent and building the Grail structure, so people have a tendency to ignore special victory conditions. I can only hope they've revamped the scoring in H4 to encourage going for the special win.

I would go for military way.
Resource way: already have this in h3 ?
Ally : interesting, maybe use something like voting for the greatest ruler, just like that used in Masters of Orion
Enemy resign: probably ok, but how would it work ? say, under what circumstances would enemy resign e.g. loss of all towns ? + loss of all significant troops ?
Other ways: maybe you can win by surviving for more than
X months in a map where your enemy is overwhemling. Good for campaign senario.

I change my mind i think it would be fun to see a hero begg for mercy by military might or something that would be nice to see or If your econimicaly rich and they couldnt stop your creature building actually i dont really know

I vote Military, but I'd do it by running around using Solmyr or what's his name in the necro castle using Vamps and Meteor Shower. That's always fun, using Vamps and spells to win. It's also very hard to stop, unless I run out of Magic points. Then I just go find a well.
