neutral army numbers affected by difficulty level (h4)

I have a short qeuestion to all the mapmakers over here.
What does determine the creature numbers in neutral armies? I know difficulty is, but I am not completely sure how.

I use 3.0.

Some examples which I do not understand.
All of them are taken on champion level. The first rows are always the way they are set in the map, the rest is what I have to face instead. Map's internal difficulty is at "normal".

I simply created a map with only one neutral army with 120 trolls and a level 12 barbarian (to test the troll fight on Wastelands) and I had to face 1080 trolls on champion level.

Gripper, level 10 knight with 2 artifacts
6 champions
Script gives on fighting 2 feary dragons and 50 bandits.
I have to face 2 feary dragons, 50 bandits, Gripper and 18 champions.

Tiny, level 12 female barbarian with 2 artifacts
25 ogre magi
25 ogre magi
No script.
I have to face 450 ogre magi and Tiny.

Skruffy, level 20 demonologist with 5 artifacts
1 bone dragon, 8 vampires, 100 skeletons
No script
I have to face 9 bone dragons, 72 vampires and 900 skeletons (I only assume that, several, scores, host)
