When you open the map in map editor, then under map specifications are listed all heroes that are enabled (can appear in tavern). By default all campaign heroes are unabled. You can turn them on if you desire.

Nope. You wonīt be able to chose them as starting hero, but u can hire them in a tavern...if u are lucky that is...

One can severely limit the number of heroes available for a particular player by unchecking most of them, thus making the appearance of exceptional heroes more likely.
Edit: in editor you of course can put the special hero as your starting hero. You won't be able to change it when starting the game, but you get the hero you want.

I like a little bit the live Lord Haart (specialty Estates, he can be a garrison hero), but he is not listed in the editor's list of heroes!
If I severely restrict the heroes available, and no Knights are left available, Haart shows up in my tavern eventually.
By the way, I think Gelu is best used as a garrison hero in a rampart town. The real fighters come to him (TP) to get the marksmen or elves upgraded; or the messengers TP to him for the upgrade then TP to where they can give the sharpshooters to the real fighters.
An interesting question is whether it is better to have Gelu for upgrading, or Draco (? is that the right hero?) for upgrading to enchanters, considering the expense and the numbers of units available.
With an army of nothing but SS versus nothing but enchanters, the enchanters win if they cast forgetfulness, and they seem to be smart enough to do that. Otherwise, if the SS outnumber the enchanters, the ability to shoot long range without penalties means they might win.
Enchanters are level 6, I think. They are better than cyclops kings, don't you agree?
Sharpshooters are level 4, I think. They are better than archmages.
Level 6 versus level 4, the level 4 creatures need to outnumber the level 6 critters wuite a bit in order to be able to win.
