recently i put up the Time Mage first part. currently doinf its upgrade
7th Level: Time Mage --> Time Arch mage
Time Mage
Special Abilities:
-Spell Caster: Can cast Various Spells. (Haste, dispel, as well as other Destruction spells)
-No Melee Penalty: Does full Damage in Melee combat
-Ranged: Ranged Attack
Physical Description: Time Mages wear a long gray robe. The Robe is so long and low that it will touch slightly overgrown grass. They have an Oakwood staff, with a small emerald at its pinnacle, in their right hand. Their left hand is free and helps with spells and two-handed staff attacks. They have long gray beards reaching a little below their chins. Their hair is also Grey and reaches below the shoulders.
Time Mages have dedicated their lives to the art of magic. Time Mages are remarkably gifted Apprentices and Enchanters who have been identified as rare gems and therefore have been taught further skills. These skills include more complex and powerful spells to make the Vykavinco Empire superior. Time magic is much too hard to perform in battle and so they have reverted to using other means of balancing out everything. One such way is by using haste, to allow a creature to make extra attacks helping to even out things. Another way to compensate for no time magic is “dispel” which can practically turn back time for a creature that has had a beneficial or curse type spell cast on them. On top of being supreme spell casters, they can also damage creatures with the emerald on top of their staff. The emerald has been enchanted and as a result can release bursts of compacted energy, which explodes with increased force on impact.

Physical Description: Time Arch Mages wear long silver robes, lined with blue and still having the Vykavinco symbol on each forearm and a larger version on the front of the robe. The symbols are still colored blue. In their right hand is a longer, more aged oak wood staff. The oak wood staff now has a large sapphire at it peak that is a deep azure color. Their beard is now white and reaches down below the chest. Their hair is also white and reaches down to the middle of their back.
Time Mages are rare and only few Enchanters are ever good enough to become one. But of those Time Mages that do succeed, a few more of them take things to the next level and become Time Arch Mages. To become a Time Arch Mage, Time Mages must devote even more of their time to the Vykavinconians. They must train and study harder to increase their magical capabilities and become great Arch Mages of Gacilda. This is not easy and it does cost the Vykavinco Empire much gold and resources but benefits are a dominant creature on the battlefield.
Time Arch Mages are the strongest creatures in the Vykavinco Empire. They can cast 5 spells all of which are powerful and greatly help any army and their silver robe also reflects spells, resulting in the “Magic Mirror” ability. Their ranged ability is also nothing to laugh at, being able to do significant damage. On top of this they have no melee penalty, allowing Time Arch Mages to do immense damage through spells, their ranged ability and through their staff in melee combat. This makes for a truly powerful unit to represent the Vykavinco.

It's different, but it could work.
We've had Elemental magic, we've had Dark and Light, we've had Mind, Body and Spirit, but never.. Time as such.
I like it. Similar to Academy in some ways, but still good.

4 / 10 (Sorry: you have put nice work into this, but time travel just dosn´t fit into the H5 universe IMO)
EDIT: Just increased the rating by a point as I re-read your entry. Still the conclusion stands - I don´t think your faction fits that well into H5.

Creatures: 2 Hard to implemate + 2 Time mage is cool
Balance: 2 little too strong + 3 average
Originality: 1 to far out + 3 average

My rating system
Race-1-5 adaptability to game + 1-5 interest if orginal or not
History-1-5 fitting with the game + 1-5 length too short or long
Creatures-1-5 adaptability to game + 1-5 interest if orginal or not
Balance-1-5 balance with other factions + 1-5 Balance within this faction
Orginality-1-5 overall with adaptability to game + 1-5 just lack of anything new to brand new concept

I like this town, if I was making my own HOMM I'd include some type of Vykavinco faction that can turn back time

Comments: The strongest aspect of this town is the history and the way that you have tied it in with every creature in the town, allowing the readers to feel apart of the town and their civilisation. The Race is interesting, though perhaps slightly beyond the Heroes world, as the element of time has not been explored, and would also be very difficult to balance. What type of people the Vykavinconians is also not clear, but they appear to be a humanoid or human race, of which there already is one. The Creatures are slightly unoriginal, and you are under-using the element of time in my opinion – this could have been exploited more, especially through the addition of new spells. It is an original creation, perhaps too incongruent with the current Heroes world, but a superb effort at attempting to tie everything together.
