Probably Academy with artifacts for creatures [gremlins with +19 initiative +2-3 damage [I don''t remember if it was 2 or 3] + 1 more ability]. After them comes Dungeon with chains.

I think the answer is very simple: the best town for everyone is your favourite one . You play for it more frequently and more carefuly than for other ones and , of cause , it gives a better results .
For me it's , of cause , the Dungeon . It hasn't any weak unit , the correct using of elemental chains makes its a mortal weapon against any opponent and warlock's envocation skill combining with emproved spells and lucky spells abilities allows him/her dealing a massive damage by destructive spells .

I think that none of the towns is better than the others, the only thing that can judge upon a game, or a battle between two towns is their controllers experience, tactic and strategy. And of course luck( not which is in the game)

i cant say who is the best cuz is no "best town"
some towns have advantage to others, while these advantages can transform in weaknesess when facing the right town.
like dungeon, academy, and silvan. while a wizzard can eqip artefacts on units for an average 60% reduction to spells, and making a warlok more like a watcher. but in the same time wizzard's units are vulnerable to brute force, like silvan creatures(especialy when elven luck is present)

Counting creature strength only, the Academy is the strongest city, while the Inferno is the weekest. The Demon Lord gating ability will possibly make up for some of this, however, as will the Ranger avenger ability give a power boost to the Sylvan forces. On an overall and purely statistical scale, the different fractions seems to be quite evenly balanced. However, assuming that the abilities of all 6 hero classes are evenly matched, the Inferno would be the weekest - for instance, it's quite obvious that they stand badly against the Haven, having a similar Powergrowth tendency, but being at a lower value on all creature levels.
