The Second ICTC Contest
As probably some of you know, the ICTC (International Create-a-Town Contest) is a counterpart of last year's official Nival's competition. Competitors compete by making up new factions for the Heroes series.
Almost a year ago, we had our first ICTC contest, with FriendOfGunnar's Island town emerging victorious.
This January, the sequel to the ICTC contest is presented for the folk of Heroes Community. Competition is open to everyone - every member of the forum can compete.
To compete, create a thread with your faction included in the "Age of Heroes Coliseum" forum, starting with "ICTC:____ (town's name)". (NOTE: Create a new thread even if you posted the thread in the "Altar of Wishes" forum, for example).
People, who competed in the first contest, yet did not win any of the three top places, but changed something about their factions since then, can participate.
The final deadline of the competition is the 1st of March. All participating factions must be completed until then. The judges will have 14 days to rate all the factions. All ratings after 14th of March will be ignored.
Editing the factions after the deadline is forbidden!
A competitor that will edit his faction after the 28th of Febuary will be out of the contest immediately.
Before you start creating a faction, I recommend you to read:
1. This page for basic understanding of how to create a faction.
2. This thread for advanced tips about the creation process and subtleties of the faction.
Always remember-the faction has to fit the game, not the game to the faction. Don't ask to do changes in the whole game to make it suitable to your town.
Every participating town must include:
1. The name of the town and the race
2. Emblem (Made in paint is good enough)
3. Basic details about the faction
4. Creatures (including the names, statistics, special abilities, basic descriptions)
5. History
6. Town (including buildings, town's description)
7. Racial skill
8. Heroes (including names, stories, specialities, status)
Anything else you add may give you bonus points. Failure to complete the steps above will result in penalizing and deduction of points.
The judges will rate according to these categories:
1. Basic information
2. History and Race
3. Creatures
4. Heroes
5. Skills and Abilities
6. Town information
7. Balance
8. Originality
9. Miscellaneous and Bonuses
All the categories will be summed up into overall score, between 0-100. After all the ratings are posted, average of the judge scores shall be done, making it the final town rating.
The first three places will win prizes. As of yet, we do not know what they will be, but I'll update the post to inform you when I know.

To the judges:
The judgement use the Marking Spreadsheet to judge factions. Here's the full explanation of how to use it (was taked from my post here).

How to use it?
1. First column, "PRESENT?": Is the object present or not? If it is, write "y" in the suitable places. The square will become green.
2. Third column, "MARKS GIVEN": Mark the object. The minimum score is 0 and the maximum is written in the second column, under the title MARKS AVAILABLE FOR CONTENT IN THIS SECTION".
3. Fourth column, "MARKS GIVEN AS A %": After you mark an object, the percent that you gave it out of the maximum will be shown.
4. Fifth column, "COMMENTS": GM and Alcibiades wrote some comments about the specific object. Don't ignore them while marking.
Explanation about some of the categories:
"BASICS" Category:
Don't mark the objects for their presence, mark them for how good are they.
Don't give the 1%-2% for bad object, only becuase it's there.
"CREATURES" Category:
Look for original, creative, intereting and fit well to the faction and Ashan creatures.
Another important thing is the balance.
"SKILLS AND ABILITIES" Category:
Special skill and abilties-the meaning is to the racial skill and it's special abilities. Normal skill abilities-the meaning is to the regular skills like Attack, Leadership, Dark Magic, etc.
Should be original, fit well with the faction, not overpowered and things that would have tactical use in the game.
"MISCELLANEOUS AND BONUSES" Category:
Bonuses to extra things, that aren't included in the list.
If you would like to give larger bonus then 2% bonus, divide it into few objects.
How to present my final mark to every faction?
After you finish the marking, find the final mark in the bottom of the thread-as precents and as literal mark, like "78%-Very Good".
Post it in the thread of the faction, in the forum "Age of Heroes Coliseum". Example:
Quote: Mark to the ______ (faction's name), by ______ (creator): 83% Excellent.
Every judge has two week to mark all the factions.
We'll declare who's the winner in 15 to march. The reasults will be calculated in the 14 to march-the final date of marking factions.
And remember-the most important thing here is to be fair.

Even though I am not GL, I would say that you would only be able to enter ONE faction in at a time.
Well we will just have to see what GL says about that.

Basicly, most of the people want it to be just one.
I went for you, and found a compromise.
I think that 2 is enough, specialy if a lot of people prefer 1.
But I think that a person should have a chance to prove him self twice, in a different direction.
So, the ones who want to show us 2 faction, be careful that each one of them will show other side of your works.
Two similiar one worth less then 1, because the judges can see that you did the same job.
Create two differnt one, if you like to create two factions.

It's your choise.
I think is a very honorable decision.
There's a old sentence that says:
"Hate gift-and you'll live"
Alc, if you want to compete instead of being a judge it's fine.
And I'm doing a list of competitors, in the first post.
I'm not adding the links to their works, yet, because some of them didn't finish their work.
In the 1.3.07, I'll put their links. Because till then they have to finish.

If you're looking for judges I'd be happy to help, having had some experience of the first ICTC with two different towns...
If not I may well re-enter one / two of those again, with updates and extra detail etc...

Suggestions:
Use ICTC2: ________ just in case
Get Val to publicise a little?
Change the scoring system maybe:
Race is important
History is slightly less so
Creatures is the most important IMO
Balance is not so important, especially for those who don't like-number crunching
Originality; I got a little annoyed last time when unique factions scored high here even though they weren't really very fitting for the HoMM Universe in my opinion, so I'd rank this fairly low.
Perhaps have multipliers for the scores
0.25*Race
0.2*History
0.3*Creatures
0.1*Balance
0.15*Originality
Another possibility is to have a `tilt` factor similar to the reviews on Gamespot e.g. here.
Obviously it's unfair if this is not fully agreed on by all, so I'd love to hear other peoples' opinions on this.
So no user voting this year, just judges? What's your reasoning for that?

The problem is that some users allready did threads with ICTC:_____ if a moderator would take care to change it, it would be great.
Every category of judging is important allmost at the other. And it's too complicated to do what you said.
And this year just judges can jusge becuase we need more judges.
So if you want to judge, be a judge.
Do you really think I should allowed also regular might judge, even we need more judges?
I can change it, if you really think it's neccesary.
Here, I'm quite open to new ideas.
I'll check later what you said about gamespot.

I'll explain:
Each factor of these is important, becuase each of them shows the creators' ability to create a faction.
From the race, the sources (history), the major parts (like creatures and to make it all rational, reasonable and horizontal (balance) and the most important, it has to be original! What's it worth if the creator just copied it all?
And about judging, nomal user can judge, but his judgment worth half then a judge's judgment.
And Gnoll_mage, I'm competitor, so I can't also to summarize the results and declare the winner.
So, would you like to be the Chief of Judges?
All what you will have to do is to summarize the result and declare the winner, as I said, if you'll agree.
