I suppose the best way to improve the scaling of spells would be to add a secondary factor depending on the hero level (except for Conjure Phoenix, which already takes that into consideration).
I don't aggree here,i still think the Implosion with a lot of spellpower with(Warlock luck,Emerald Slippers) can hurt seriously, i once killed about 50 nightmares(with luck) with an implosion that's prety good i think.

Lighting Bolt is more affected by the hero's spell power, and it will cost higher damage when you have high spell power, in the later game. Another point is that the Lighting Bolt is a lightening spell, what mean it can have  bonuses (because of the spell's element) but there are creatures immune to it.
Magic Arrow is good for the beginning, on the creeping, when you don't have high spell power.
The stupid thing is that by the time the hero's spell power is high enough so Light Bolt will be stronger than Magic Arrow, the hero's already have much better spells to use, and don't use 2nd and 1st level spells.

This is one of Alcibiades's points.
In my opinion, Desctructive hero, like Warlock, can get destructive spells effective also in the late game.
I do agree that it's better to use Desctructive on small maps.

I would get bored to death in a game that last that long to get 300 pit lords...

I think destructive spells are ok/balanced, i just dont think mass spells are. 50% initiative reduction is ridiculous.
