War Machine skill also controls the range of the Ballista, as well as it's Attack and Defence values. You'll only get access to 'Max' range at higher skill levels: with no skill, Ballista combat range is set to 'None'(ALWAYS half damage). Thus, the Ballista is nigh-useless to those factions without a decent chance of getting War Machines, barring random chance.
EDIT: It's not just the Ballista-the Catapult also has a combat range of 'None' with no skill. Thankfully, it's damage is high enough that it can still be effective against castle walls.
