Bounties!
Wanted: Dead or Alive - Alamar! $10,000 gold piece reward!
Anyone even thought of this one? Each week, instead of having a 'creature week' (which is soooo boring anyways, what the hell is week of the pegasi when you're playing with necro?!), I think the designers should implement every now and then, a random bounty week, where a huge reward will be given for the capture or defeat of an enemy hero on the map!
Can you imagine what would happen if your half-fleshed out main suddenly becomes more valuable than Hans Solo did to Jabba? What would you do with him/her?! You sure as hell wouldn't use him to run around the map! Would you become a fugitive for one week, hiding in your castle or some unknown corner of the map, hoping that four or five of the enemy heroes don't stumble across you with that Wanted poster in their hands...

Nice idea
Week of the XXXX is quite boring, specially when the creature of the week is some non-recruitable creature. I agree that the random events produced once at a week could be more varied.
ABOUT THE REWARDS
Yours is really a good point, but, why define it only as random event? Why not let the player introduce his own rewards when he really hates a certain hero? Let's imagine the situation:
You reign over a wealthy kingdom. Cash is not your problem, but due to multifront war efforts you have very little troops at your disposal. And that damned enemy hero marauding near your borderlines... Well, the world is full of headhunters, just take 100000 of your gold pieces and even your sworn enemies will try to catch the invader.
Of course, the game engine should be able to warrant the reward to the hero bringing your enemy's head. Those 100000 should be blocked (maybe you can see the status of your offer in the quests screen) from the kingdom's arks till the quest is fulfilled or cancelled.
This is an idea that can work very well. It remembers me the best times of the Altar of Wishes, when we knew very little of HOMM4 and our imagination wasn't so restricted by facts.

Great Idea
Especially since now new recruits are available at different times (I believe 1st level dwellings get a few new recruits every day), the "week of the ____" is pretty useless and very annoying if it's "month of the ____" and ____s start popping up all over the place (although both can be useful - I took over a Wizard in H2 with 42 Rocs available. The next day was Month of the Roc. ). Seeing a bounty for various heroes every so often would make things more interesting.

I like the bounty idea. It could work like a moving grail.
1. The hero with the price on his head should have forces and level similiar to the main heroes of the game.
2. Different hints could be found in various taverns, somewhat like oblisks, but the hints would change because of different location the quarry.
3. When you defeat the hero and put him in jail you collect the cash and any artifacts that he has.
4. If your opponant takes over the town where you are holding the prisoner, he gets to recruit this high level hero.

Like Djive's 'Strangers', this is another truly new idea for Heroes4 (or at least there's nothing like it in the Archives).

I must agree this isn't bad idea at all.
I think it could be implented quite nicely especially if there would be some sort of "neutral heroes" like those strangers.
Also I would like to see much more different kind of events during the game. I mean there should be already done events that example give some certain bonus or do something to the map. I wish those can be done through that script language but I'm pretty sure thing like bounty from hero isn't possibly to do with scripts now.
Maybe in the expansion sets there could be more this kind of little details that add something extra to the game. At least it's better than those expansions of HoMM3.

Bounties are a nice idea...
However, the Bounty shouldn't just go away after the end of the week but plague you for the remainder of the game! (One week is just too short a time to hunt somebody down.)
There could a map location "Marshall's office" where players can issue bounties on other players heroes. Mind you, you have to provide the money for the reward too, as well as a small fee to bribe the Marshall to issue the bounty.
Once a bounty has been placed anyone can add to the sum of the bounty.
As a twist, once the bounty has reached a high enough level a bounty hunter (high level neutral hero) could leave the marshall's office in quest for the bounty.
It would also be a nice idea for my Strangers thread with a Stranger placing a bounty on your head if you misbehave (like after you've stolen something from them).

also...
you know that discuise spell in heroes 3 that makes it look like you have zero of your castles 7th level creatures in each of your slots to fool AI players. This spell could make it so your heroe would be discuised as the name implies. Of course there would have to be some opposing spell or skill, but I think this would work out well

Now that I think of it ...
There is something somewhat similar in H3. You can make a Seer's Hut with the quest "Defeat Hero xxxx." But I agree that this would be more interesting - players can offer rewards for capturing heroes, the "WANTED poster" is distributed throughout the land so everyone knows instead of just those who find the Seer's Hut, etc.

Just wondering, but how will the marshals office (by the way great idea) be able to tell which players you can place bounties on. You wouldn't know a heroe to place a bounty on it until you had met it at least once. Would the marshals office also be a sort of theives den? Also, what would happen if you disbanded a hero with a price on his head? Another thing is that you should be able to put a price on castles, but for them, you have to keep them for a certain amount of time before you are able to claim the bounty. Maybe, everyones starting hero should have a low bounty on them when the game starts. I dunno about that though.

The Marshall's office could come with the added bonus of having pictures of all Heroes in the game so far. Alternatively, only Heroes the player has seen on the adventure map may be visible.
In heroes 3 you display some Hero information in the Thief Guild, so it's also possible to display information according to this too... But it will be a bit more comples to decide which heroes would be visible.
About disbanding heroes. It's essentially pointless to do so... So I wouldn't be terribly upset if the player wasn't given this option to begin with.
Puttin prices on castles... I don't really like that idea. I mean Heroes are fairly agressive if you look at it. They lead armies and vanquish anyone in their way. Hero classes such as Assassins and Thief would indicate that the Hero might reasonably end up with a bounty at any rate. Castles on the other hand are purely defensive. Putting a bounty on a castle seems awkward, at least if you're going to call the location "Marshall's office" or anything similar.
To claim the bounty the player must visit the Marshall's office with an army after having killed the hero in combat. If you include the "Captives" idea, you could alternatively require that the "Captive" is brought to the marshall's Office.
Hrmmm.... Would that last mean that you would have to bust the Hero out of the Marshall's jail???
Another thing... If a hero with a bounty on his/her head enters the Marshall's office I believe you would be arrested... *lol*
