Wouldn't that be too much like the Druid in HOMM 5? I know: that druid is elf-like, but I think you could leave the DRUID clothes and the staff. Try something different...but that's just my advice...

Personally I don't really understand why you'd go with an unknown and difficult subject like "blighting" , why not simply go with "voodoo" which would work in a simular way? Plus, Voodoo would fit a swamp theme quite a lot - Actually that's my personal depiction of a reptile town, lead by Voodoo Lords who use voodoo magic which is simular to Runes / Warcries.
The lineup is quite simular to H3, and as much as I liked the gnolls, I don't think they fit a reptile based town. I personally don't really see why rocs are in a reptile town, by the way?
I also don't like the whole destroying-nature-and-life concept.
Personally I would rather see a new concept when it comes to a personalized spell set. What you basicly did was copy the runes from the dwarves. Personally, I'd go for Voodoo magic which can be quite powerfull, but requires HP sacrifice of your own units instead of mana, with the tier 5 spell being the good old H3 Sacrifice spell. Heck, I might just as well open my own topic about that
Not trying to insult or anything, just my opinion on it, which unfortunately isn't very positive. Sorry...
Tip: Keep working on it, a concept is never finished. Always try to improve.

you could do something like Nival have done with the Stronghold, get a skill that you think really wouldn't suit the faction and insert the blighter skill in there and use Voodoo as your central skill. or the other way around.
a lot of people associate Swamps with Voodoo, because you only have to look at places like Haiti to see why.
also, i don't understand why they hate everything living if they are living themselves, its usually nerco who hates everything living. it would be understandable for them to hate all warm-blooded creatures (because you can get the lizards cold and impassive quality into their personality make-up) but you would have to explain about how the Gnolls got in then (slaves, possibly?)
the Tyrant sounds, really, too similar to the Dungeon Warlock. my advice is to make it the chieftains of the society, riding enormous dinosaurs (triceratops or anklyladon would be be a suitable mount) because they are equipped with the best weaponry, the best armour, obviously the best mount, can kill anyone who says anything about it, and has the total respect of every sentient unit on the battlefield.

Ok you critics I'm going to tell you about why they hate everything and why they are allies with demons and undead.
When the seven dragon gods created Asha they wanted to pt living creatures in. Sylanna made the elves who are tall slender and agile. Malassa made the dark elves who are sly and mysteries. Arkath made the dwarves who are brave and bold. Elrath made the humans who are fierce and cunning with abilities to learn magic greatly. Sylath created the sky walkerswho are fast and strong. Shalassa created the Nagas who are clever and wise. Urgash created the demons who are an evil and dangerous race. Then there were the outcast. Necromancers learnd there evil ways by their goddess. Orcs were created from humans and demons. After the seven dragon gods created the races 6 lived in harmoy 1 did not. Urgash did not like th harmony and peace.And he grew jealous that the other races were in harmony not him. He wanted to create a race that would hate harmony and hate everything more than everything else. He created the lizardmen and soon after that the whole world went into chaos.

Um, Sorry to picknic, but that's not how it goes. The official history says:
Origin: Asha/Urgash hatch.
6 Dragon Gods are born.
They create Elves, Humans, Naga, Dwarves, Angels, Faceless, and others.
Elves: Worship Sylanna
Humans: Sylath
Angels: Elrath
Faceless: Malassa
Dwarves: Arkath
Naga: Shalassa
Humans begin to worship Elrath, turning away from Sylath. They ally with the Angles.
The Elves split due to war with demons, humans, and others: Some of the Elves retreat underground: Dark Elves = Worship Mallassa. What happened to the Faceless?
Necros become a cult in the Acadmey, and they are eventually forced out.

I'm hesitant to post my ideas for a reptile/swamp faction since the first time I DID, I was merely told "we've already made a swamp town concept and sent it to Nival".
That aside, I'm not really sure about a swamptown since I like voodoo / Dark magic with it, which I also like for Academy's evil twin, and lately I'm thinking about a concept involving tearing the dark elves from Dungeon, etc etc... I might, one day, who knows.
If you just want to hear wether people like your concept or not, then, well, sorry, but I don't like it. I have a hard time picturing reptiles as evil. Urgash already utilizes demons to do his destructive bidding, why enlist REPTILES of all species as well?
Other than you finding both reptiles and evil to be cool, thus mixing them together, I can't think up a decent reason. It's already been said: for living creatures desiring the destruction of life makes no sense whatsoever. Cold blooded wanting to destroy warm blooded might make better sense, or simply border conflicts, or desiring fresh meat if you're going with carnivorous reptiles.

that shouldn't stop you; I had a couple of factions myself (naga and Sylath whorsippers mostly)

I like the statics Tyrants reminds me of Cyclops somehow and Roc upgrade should be Thunderbird. Add some pictures of creatures to make it more interesting.
