i mean the artifacts are already in the game. i just want to make the set effect and not even for a specific faction like the archer's dream.

The sets' definition are in the DefaultStats.xdb file. However, there seems to be no way of defining the bonuses (I mean the code for the bonuses). You can tweak some parameters of the existing sets, but that's pretty limited if you have a new set in mind.
for now i just tracked down the needed files to make it look like there is a change but the actual changes like casting mass endurance for dwarves is no where to be found.
