ICTC 3: The Real World Town
Note: So far overlooking only the basic idea!
History (Soon to come):
1978-1982 The Conan The Barbarian vs Rocky Balboa Wars:
1982-1991 John Rambo fights to save the earth from apocalipse against the Terminator:
2007-2008 The battle for middle United States, The Woman versus The afro-American:
2001-2004 The fellowship of Orlando in order to stop the King from returning:
Tier 1 - Britney Spears (The happy Federline family)
Dwelling: Kentwood, Louisiana, USA
Weekly Growth: 25
Stats:
Unit type: Caster
Special Ability: Miss popular teen pop princess effect, +40 to your diplomacy skill (in case your hero doesn't have diplo skill he gains 20% basic bonus)
Tier 1 Upgrade - Messed up Britney Spears (There is no spoon style)
Dwelling: Kentwood, Louisiana, USA
Weekly Growth: 25
Stats:
Unit type: Caster
Special Ability: Affection seeking - After using her ability messed up Britney can't be attacked for 1 turn because all your troops start to feel sorry for her therefor unable to cause her any physical damage.
Tier 2 - MightyMage (Your local neighbourhood white wannabe gangster)
Dwelling: Michigan, USA
Weekly Growth: 16
Stats:
Unit type: Melee
Special Ability: Blinding for 2 turns - MightyMage is able to blind his attack target with his bling bling and his shiny braces when he himself is well protected by his fashionable wannabe gangster sunglasses.
Tier 2 Upgrade - Eminem (Successful proffesional international white gangster)
Dwelling: Detroit, USA
Weekly Growth: 12
Stats:
Unit type: Melee, Gun user from close range
Special Ability: There were a lot of talks about guns in HOMM well Eminem is the only creature who is able to at last use a piece. 20% to use a gun, when using a gun your opponents stack loses 1 creature of any level per every 10 Eminems in the attacking stack + the original damage.
Tier 3 - Orlando Bloom
Dwelling: Canterbury, Kent, England
Weekly Growth: 12
Stats:
Unit type: Archer
Special Ability: The "Bloom of Doom" - A poisonous deadly arrow shot with maximum percision straight into the heart of the creature, ability to halve the number of units in the attacked stack, 10% to be used and once a battle.
Tier 3 Upgrade - Vigo Mortensen
Dwelling: New York City, USA
Weekly Growth: 10
Stats:
Unit type: Cavalry, 2x2 Hex creature
Special Ability: The "Return of the King" - strike and return with charging bonus makes Vigo a reliable early game creature but it's your decision if you want to chose between Orlando an archer or Vigo a cavalry.
Tier 5 - Silvester Stallone
Dwelling: New York City, USA
Weekly Growth: 8
Stats:
Unit type: Melee
Special Ability: "Aaaaddddrrrriiaaaannnnnn!!!" - Awesome endurance boost, double hitpoints for 3 rounds for each Sly unit in your stack makes him a creature to be feared and hard to take down.
Tier 5 Upgrade - Arnold Schwarzeneger
Dwelling: California, USA
Weekly Growth: 8
Stats:
Unit type: Melee, 2x2 Hex creature
Special Ability: The famous "I'll be back..." sentence, awards Arny the ressurection skill which works like the phoenix's, each time your Governator stack is destroyed it comes to life once again. 50% of ressurection on 1st kill and 25% on 2nd kill.
Tier 6 Upgrade - Michael Jackson
Dwelling: Gary, Indiana, USA
Weekly Growth: 4
Stats:
Unit type: Undead, Caster
Special Ability: The Thriller Effect - All of the opponents units who are not immune to mind spells start dancing the Thriller moving to random places on the battlefield, units who stumble upon one another attack each other (like berzerker)
Tier 7 - Hilary Clinton
Dwelling: Akansas, USA
Weekly Growth: 3
Stats:
Unit type: Archer
Special Ability: Hilarys amazing crying ability, +25% bonus to attack and damage dealt by troops after crying in middle of battle.
Tier 7 Upgrade - Barack Obama
Dwelling: Hawaii, USA
Weekly Growth: 2
Stats:
Unit type: Flier, Melee
Special Ability: Ultimate power to the people speach, every black creature in your ranks gets a second attack in the same turn after triggering the ability and a boost to his morale.

I'm not opposed to low marks, but I generally avoid to mark a faction when the elements to mark that are obviously missing.
Now, possibly because I like my creativity to work within absurd self-imposed limits (for example, if you tell me "A dog chews a bone, now make a HoMM faction out of this" I'd probably enthusiastically try to build a faction), if I were the OP I'd have tried anyway to develop the town, making it self-ironical but with a coherent gameplay. That would have made it a gem, indeed. I don't know exactly why but I think the building would have looked like collages of tv spots (like the opening of the "Madmen" serie), and other things.
However, since the OP decided to keep this as a joke, "not classified" is the only possible answer.
