Oh God, again I'm complaining. Sorry. Why does this with no backstory got double of the points (8) I got from you for little back story (4)? And again, I'm saying this not to improve my score but to understand the votings better.

Cohesiveness(2+4)=6 You don't explain why Faerie Dragons, Rocs and Wood elf renegades should form this faction, though the faction could fit HoMM it lacks description in which way it would be implemented
Imagination(3+2+2)=7 You take the creature system of ToE, add some abilities and new creatures, but mix them with creatures that were in other faction before whithout giving a reason for doing so
Back Story(0+0)=0 No Background, no points
Battle Facets(4+2)=6 Should be playable, but apart from the new abilities (which almost every faction in the contest have) no inventive changes
Discretionary: +1 for stats; -1 for no (pictural) emblem (I don't think a description is enough since an emblem is requested in kookastar's terms)
Total Score=18
How I graded these:
Cohesiveness (Internal Coherence [1-5]+HoMM Compatibility [1-5])

Cohesiveness: 8 / 10 - Add a race or a theme they are based on, so we can know better how they are related to each other!
Imagination: 12 / 15 - There's creativity and imagination in these creatures. "Kaltyan" appears too many times in their names, though.
Back story: 2 / 10 - Momo said my exact thoughts.
Battle facets: 7 / 10 - New creatures abilities are very nice, but the racial skill is pretty boring.
Discretionary: 2 / 5 - You got 5 points for the hero abilities, but got -3 points for what is explained below:
My first impression from this faction was "why the creatures are arranged this way?" It just feels like they should be on other tiers. Put Rocs on tier 6, Dragons on tier 7, Slayers on level 4, and Crysgonta on tier 2. That will make things much better.
