Cohesiveness 10/10: they're dinosaurs, guys. You can't get more cohesive than that.
Imagination 13/15: I like the basic inspiration, even if -as I said for pantherans and aviaks- beastmen aren't quite the latest news, dinos are always the best. But I utterly dislike the enormous amount of words spent for issues that had absolutely nothing to do with gameplay. This led the poster to put most of his creativity where it wasn't needed.
Back story 9/10: a bit slow in the unfolding, but overall a developed and good background, history, and involvement.
Battle facets 4/10: like GenieLord said.
Discretionary 3/5: the work was monumental and the race is easy to appreciate, but the most important aspect -gameplay- was left behind.
Overall 39/50

Cohesiveness: 8/10 (the faction in itself is very cohesive, but I'm not sure how well it will fit in the Heroes Universe)
Imagination: 12/15 (combining dinosaurs with some lifestyle and denotations of ancient Rome may be a new approach but the creativity of this idea is restricted, add to that that dinosaurs are very good and huge source so that you have not much to imagine entirely by yourself but you put a lot of effort in your faction)
Back story: 9/10 (great effort but too much details, it's a good variety that they are a product of evolution rather than creation)
Battle facets: 7/10 (racial is nice, but why not make geomancy as racial? creatures offer a solid variety, but I must agree that the strategies are limited)
Discretionary: 3/5 (for your banner - spears, helmet and shield would fit perfectly to my own faction and my phalanxes - and your effort)
39/50

The Saurid
Cohesiveness(5+0)=5 I simply cannot imagine dinosaurs in Heroes anyhow rather play Paraworld (other than machines (The Outsiders) which have a fundament in the sci-fi background of the old HoMM universe)
Imagination(4+1+4)=9 Quiet original and creative, but there are no real changes concerning the game mechanics (e.g. creatur system)
Back Story(4+3)=7 Good expanding on the universe, but why do you reduce the potential by saying "Still the Saurid expand onto the Known Continent, but their pace is slow and unthreatening" instead of giving at least some kind of cliffhanger?
Battle Facets(4+2)=6 I miss inovative ideas (strategies are limited)
Discretionary: +2 for the in-depth description of the race and the different dinosaurs
Total Score=29
How I graded these:
Cohesiveness (Internal Coherence [1-5]+HoMM Compatibility [1-5])
Imagination (Creativity [1-5]+Innovations [1-5]+Originality[1-5])
Back Story (How well it expands on one of the HoMM universes [1-5]+How interesting it was to me [1-5])
Battle Facets (Variety [1-5]+Inventive Aspects [1-5])
Discretionary (Bonus for exceptional efforts[1-5])

The Saurids:

lol, these are some sophisticated lizards
cohesiveness 10/10
originality 13/15 hmm, dinosaurs + romans
backstory 10/10 excellent, you've really created a sense of place.
battle facets 7/10 Hornblowing is interesting. Nothing else that really stands out though strategy-wise.
discretionary 2/5 It's a good faction but I have a hard time imagining them in the HOMM universe. Plus the Dino + geomancy + fantasy-permutations of dinos theme seems a bit jarring.

a strong contender… lovely background and concept, although slightly incoherent… however, it is self-explanatory… quite well done
