Cohesiveness: 6 / 10
Imagination/creativity/originality/wow factor: 12 / 15
Back story how well it expands on one of the HOMM universes: 10 / 10 - I like the writing style of the history. Good job with that.
Battle facets: 5 / 10 - Creatures abilities are missing. I added points for very nice feast spells, although you should expand in your explanation of how the feast magic is related to the Ogres, since it's not clear at all. It may be even interesting to say that another thing that the Ogres and the Halfling have in common is the feast magic, and that's another thing that made them to stick together.
Discretionary: 5 / 5 - for buildings and good heroes stories.

Cohesiveness: 9/10 (it's your own world, surely it is cohesive)
Imagination: 11/15 (many creative ideas, but as I said before I don't like the historic pirate names and using Heroes names like Roland, Archibald, Heresh etc. don't seem very inventive to me)
Back story: 8/10 (dragons, war, freedom, raiding... the usual, but very well written)
Battle facts: 10/10 (sounds like fun to play)
Discretionary: 0/5 (sorry, I would give you some points for the ideas but I'm not really fond of the cannibalism/feast magic aspect so plus and minus are equalizing each other)

My Rate about The Freebooters
Cohesiveness: 7/10 points (The mixture of ogres and halfings aren't the best choich, however it can include some good features.)
Imagination/creativity/originality/wow factor: 12/15 points (Good creatures but I don't like the heroes too much.)
Back Story: 9/10 points (A well-written stroy. There shouldn't be every hero from every kingdom.)
Battle Facets: 5/10 points (I can't decide which creatures are better in combat and which less. There are many informations about creatures missing.)
Discretionary: 3/5 points (I agree here with Snatch. But the other spells and the descriptions worth points!)
Overall: 36/50 points

Cohesiveness 6.5/10; I just can't see Halflings and Ogres working together, but other then that everything seems to fit perfectly into the theme.
Imagination/creativity/originality/wow factor: 14.5/15; Verry imaginative and creative, a shame you have used names from actual historical beings(Not counting Sparrow and Barbossa)
Backstory: 8/10; Verry nice, but it is a tad short for my liking.
Battle Facets: 5/10; Having 2 racials seems impractical, also it's hard to get an idea how they fight without creatureskills. Still I like the idea of using Pirates (in your face Ninjas )
Discretionary: 3/5; I like this, but I would have realy enjoyed this if you would have expanded their culture.
Overal score: 37/50

in the backstory, the 9 heroes represented the kingdoms resistance against the dragons. because of this, I wanted to show how even the best people can be corrupted.
and yes, the 9 heroes do fall. Since the dragons were never killed, only imprisoned, they could slowly use their corrupting influence to harness The heroes power and go to war, thus perpetuating the suffering of the people in the world. In this, there really is no good faction, or at least in the classic sense of elves, dwarves and humans being good. They all claim to have the right and all the others are evil, but really its only the leaders of the people know what the war is being fought for, and its only the dragons who know exactly what is going on.
but in the campaign, some people begin to find out what is actually going on.

Cohesiveness: 5/10 points biggest problem here. Sticking (warped) halflings,ogres and pirates together is an hard task; it would be even to stick just one with the other, but all three...
Imagination: 14/15 points on the opposite hand, I must say great inventive into making this hybrid, but even more great inventive is put in other aspects like the story or the racial skills.
Back story: 10/10 points solid work here, and reasonably brief. Also, you put a lot of your worldview in it, which is to be rewarded.
Battle facets: 7/10 points the creature's abilities are a bit lacking, but the idea of giving two different racials (one magic and the other might, essentially) makes up for this.
Discretionary: 4/5 points definitely a good work except for cohesiveness, taking for granted a mix that actually felt not-so-tasty to me.
Overall Score: 40/50

Again normally I am right along the same lines of Genie and Momo, but there are exceptions.
Cohesiveness: 7/10 Pirates by historical creed were a bit chaotic, and this fits with that. While they listened to the captain, they had a history of doing things their own way and a bit of mutiny sometimes.
Inventiveness: 12/15 Some points lost do to some questionable associations, but still very good
Background: 10/10 perfect, through, and great. What more can be said.
Battle: 7/10 Note : I want to play as this faction!
Des: 5/5 See above on Battle!
Total Score : 41/50
