It depends on the situation.
I think on large maps the answer is: Slow
Why?
I will have expert earth magic anyway, with mass slow, mass shield, mass stone skin, TP, resurrect, earthquake there are too many good options to skip earth magic.
So the question is not what is better, the question is do I need mass haste in addition to mass slow.
For me the answer is "no". I generally have better results with water magic than air magic. The reason is, I'm mostly playing fortress, so I usually don't move first. No matter if I try haste or slow, I will be countered anyway. Mass shield, Mass Prayer, Mass bless, Mass weakness can't be countered with air magic (but with water magic). They might hit my Gorgons twice before I move, but who cares if I'm taking half damage
However, there is one exception: Necros need haste. These skellies don't help you if you can't get them into battle.

I think it just depends on the kind of units u attack, no matter what units your army consists (except u have dragons only..).
Fighting vs shooters or dragons = mass haste
Fighting vs melee units = mass slow

These shooters are not a real problem, with a defensive hero. Stay out of range, cast your mass spells, let them shoot at you for two turns. This doesn't kill you. Then go in with all units and kill.
I think it is also a question of the hero you selected. I wouldn't try to let them shot at me for a few rounds when playing hack. But Hack can't learn water magic, so I would give him air magic anyway
