Since you mentioned WH 40k, Steampunk and kickass artwork I gave it a quick look. I'd say I read 4 chapters but lol there really isn't any noteable conversation (seriously 22page chapter and the dialogue put together would fit on the first page alone lol). In the 4 chapters I learned that you can have guns in the future that make 70km long holes in durosteel, you better not piss off a weird looking elevator person-zombie-thing and that people can just nap for 800 hours without any problems. Oh yeah and there are really disgusting cockroach evolutions that fuse with your nervous system. Not cool.
And Dagoth, we really have two different definitions of beautiful artwork . But the guy draws cool evil guys.
EDIT: Oh you said cyberpunk, not steampunk.Hmm... makes sense.

Well, mainly it's the bad guys that make me continue. Its ugliness (that of the environments as well) is something new altogether
EDIT: That elevator was probably the chattiest character in the entire manga, as well. So you got to one of the wordy parts!
Strange tactic many employ: not starting at the start.

Seriously lol? The Elevator creature from chapter ~42 was "chatty" lol? And well if I just want to take a look at a manga I usually don't start at the start since there you have miles and miles of exposition. Actions speak louder than words so I just dive into a chapter and see what's happening. In case of "BLAME!" a lot of walking, looking, no talking and a bit of fighting (the guy in the black armour with the blades for forearms (not really ok) looks really cool ). Wasn't a very succesfull dive for that matter.

There, you nailed it.
There is no exposition at the beginning. The closest thing to exposition is found in the prequel, "NOiSE!".
The cyborgs are kinda cool...
Though, it's hard to distinguish the characters at times and the action a bit hard to follow. The mangaka enjoys drawing environments, but characters... Ermm... Not so much...

Someone had to die in the Whitebeard war... To be fair, this could be a quite interesting development, because it throws the question of pirate king linage up in the air. whitebeards going to die, Ace might die as well, and now the muscle of the world government is in tatters, the shichibukia might come back into play, the admirals might take on an alot more agressive role, everything changes.

Heh, I wonder if Miura even remembers where the group is heading...
I doubt there's anything more interesting on this island than a big demon that begs for a beating so Miura is probably just postponing the main story...
It's frickin awesomely drawn as always though.
