The Palace
Cohesiveness(4+4)=8 The creatures are mostly already known and have been seen in HoMM - so it fits well, but lacks an in-depth description
Imagination(5+4+3)=12 Definitely more interesting than your Burrow's and more creative, though a naga faction is not that original
Back Story(1+2)=3 It's the same problem alike your Burrow's you rewrite the past instead of expanding on the HoMM universe
Battle Facets(4+4)=8 I really like the idea of moulting!
Discretionary: +5 for the description of outward appearance, heroes, the great idea of moulting, and the general alteration of game mechanics; -1 for no emblem
Total Score=35
EDIT: You've got 2 extra point for innovations and battle inventives! I've read over the differences of your creature system to the one's of Heroes 4.

Cohesiveness: 10/10 Can't argue with the cohesiveness. These do work well together.
Imagination: 11/15 Ok now here is one area I have a small problem. While most of your ideas are fresh and innovative, a few are a bit on the 'overused side' (sorry!).
Back story: 8/10 Now I know I said that secretive is ok, but I would like to have them fleshed out a little more. Sort of a catch 22 with a secretive race.
Battle facets: 10/10 I love the Moult ability. Very inventive and creative. Gives some interesting possibilities.
Discretionary: 4/5 Despite my problems listed above great work. Only - 1 point because I believe you could have done more.
Since my scores in some areas are lower then normal I had to explain why

"the Palace grow more and more powerful when forces wait in town, doing nothing." errr, this is kind of the opposite of what homm is about.
Moult is an nice idea, though it doesn't fit well with the creatures.

probably the best naga faction I've encountered this far in the contest I liked it, although I found the racial a bit strange
