Definitely slow. I use it very widely, in many battles. With berserk/implosion/clone can do miracles. Usually the first spell I cast in any serious battle.
But many spells in lvl 1 are potent - haste, bless, curse, cure, dispel, shield - level 1 spells are great in HoMM 3.

Why doesn't anyone mention summon boat? ok, in land maps it is useless, but on water maps it is invaluable.

Can there be a best first level spell? If you build your Mage Guild early, View Earth can be a great inside scoop. If you're using a magic hero, the Arrow is a good way to influence key battle moments. Cure is a great way to give your higher level creatures a little extra kick early on. Bless with a spell power of greater than one can give any 1st level stack meaning to their numbers. Starting off with Slow or Haste can make a big turn in a battle. If you have Dimension Door and Expert Air, View Air can turn you into a hunter of unbalanced proportion. Hell, once casting Bloodlust on my Archangels made the difference between killing all Gold Dragons in a Utopia in a single swipe instead of just shy of the full health.

Expert Slow followed closely by Expert Haste. 2 of the best spells in the game, imo.

Magic Arrow gets outdated real soon. Actually, at the second level of the mage guild. Since I usually play with ranged troops mostly, I value Slow above all else. It's plain massacre. Haste is good too, but it doesn't help you agains those 7th level flyers and other stuff that can cross the battlefield in one turn and waste your ranged troops.
