Cohesiveness: 5 / 10 - I think that this is the main issue of this faction. The creatures are not related to each other, and the racial skill doesn't really fit this kind of faction.
Imagination/creativity/originality/wow factor: 10 / 15
Back story: 9 / 10
Battle facets: 6 / 10
Discretionary: 3 / 5 - for nice building names with balanced costs.
Overall Score: 33

Cohesiveness- 6/10. The faction seems to be a hodge-podge of creatures found anywhere cold. They aren't bound by a certain race, nor are any of them common in the classic Heroes style. This makes this a loose faction.
Wow Factor- 9/15. The faction really didn't come out and grab my attention. The creatures were rather bland & imbalanced. The town was probably the best place. The heroes and abilities weren't really stunning.
Back Story - 8/10. Great info on Kel. But, the people as a whole unit lack history. Who were the greatest leaders? Who stood out in the greatest conflicts? Did they ever meet a true enemy?
Battle Facettes - 6/10. Due to imbalanced issues, I can imagine battle rather undecisive. Tier 1 units can outplay Tier 3. The Tier 5 looks like a Minotaur from Heroes 5. Sorry, but battle just wouldn't seem enjoyable with this faction.
Discretionary - 4/5. I give you these points for a great effort. You definitely put a lot of effort in this, and, for that, I give you credit.
Total Score: 33/50

Cohesiveness: 6/10 (seems to much mixed together, where is the core which holds all together?)
Imagination: 10/15 (standard winter theme, spiced up with some elementalism)
Back story: 6/10 (I wonder, is this faction about Kel and his adventures and followers or about a whole nation/tribe/country?)
Battle facets: 7/10 (interesting racial, solid creature line-up, could be more strategical)
Discretionary: 1/5 (for the approach and the naga)
30/50

Cohesiveness(3+4)=7 I cannot agree with my previous speakers about this because you try to explain almost every creature's place within this faction (though it should be more in-depth and is not perfectly fitting: reason for frosty nagas isn't satisfying to me)
Imagination(3+2+2)=7 I think you could have done a more creative and original job with more unique skills and creatures so it's somekind of a standard winter faction (Yeti, Ice Golem, Viking)
Back Story(2+3)=5 Sadly, the story is incomplete so I cannot really conclude how well it would expand on the universe (story has even more potential)
Battle Facets(4+2)=6 Well, you vary the abilities and creatures, but - as my previous speakers - it's not stunning fresh as ice should be
Discretionary: +2 for costs and heroes
Total Score=27
How I graded these:
Cohesiveness (Internal Coherence [1-5]+HoMM Compatibility [1-5])
Imagination (Creativity [1-5]+Innovations [1-5]+Originality[1-5])
Back Story (How well it expands on one of the HoMM universes [1-5]+How interesting it was to me [1-5])
Battle Facets (Variety [1-5]+Inventive Aspects [1-5])
Discretionary (Bonus for exceptional efforts[1-5])

Cohesiveness: 5/10 you try to explain why this and that race dwell in the glacier, but a fact stays: it's still a sum of icy versions of other creatures for a large part.
Imagination: 10/15 the same problem addressed n cohesiveness: you have a basic inspiration (ice) and from the you just proceed to make something that feels icy.
Backstory: 9/10 While a good aspect, I think it focuses too much on one character (Kel) to make you feel like you care for this faction.
Battle facets: 5/10 unrelated racial, and few interesting abilities, no trademark feeling in gameplay. Just a bunch of okay creatures.
Discretionary: 4/5 I'm giving this a 5 only because I encourage having a counterpoint to two heavily fire-based factions in the game. But it really, really needed more depth.
Overall: 33/50

awesome
cohesiveness 6/10 errr, vikings? with yeti? you've got a lot of snow creatures but they don't seem to fit together well
originality 10/15
backstory 7/10 it was actually kinda entertaining.
battle facets 6/10 howl of winter is interesting. elementalism doesn't really fit the faction though.
discretionary 4/5 for the sheer effort
