Yes, fully upgraded you will have Goblin, Wolf Rider, Hunter, Tribal Chieftain, Manned Eagle, Behemoth and Dragon. All factions are designed to have 7 creatures in the end.

That's really clever! I'm very impressed. What about the level distribution of these creatures - are all factions also designed to have one at each level 1 - 7?

No, after I grasped the concept, I was able to read the charts in a completely different - and correct - manner, and it was really clear to me. You should make sure to write an introduction to make people really understand it.
