All of them are very well-designed and worthy-looking heroes, so I guess I'll just pick the one which captures me most accurately.
Magnomagus: Looks great and while I'm a wimp in reality who'd never carry daggers around, I guess the enormous ray-gun could represent my whole "I'll kill you if you get the historical facts wrong" attitude. He looks too much like an action hero to claim victory here, but thumbs up to the cerulean bird and scroll of miscellaneous lore! 
Geny: That's my persona alright: a blue toga-wearing ostrich who carries around a pair of scrolls on Planet Mars, looking for somebody to listen to his insane, obscure ramblings.
Kipshasz: I like it, nice touch with the inclusion of a blue bird and thanks for remembring my nationality, although we outlawed the seventeen-inch pints around fifty years ago and I've never worn fluorescent green as long as I've lived.
Blizzardboy: Shilelagh! Sure and begorrah! Great stereotype, but poor Cepheus imitation! However I suppose you could argue that that's supposed to be me in 70 years, or it's one of my ancestors from the Great Famine. While the potato blight really did a number on us, you should see the folds of lard dripping from our Taoiseach (Prime Minister) today - so not really relevant. What's the story with the sledgehammer?
Elvin: This is excellent, it looks exactly like me. Great colour choices, and again with that cerulean chicken.  As with Magnomagus' earlier criticism, I'm not religious, so the ankh is a bit out of place, but that eyepiece could certainly symbolise my liking for desire for getting technology back in the series. Or something. And I am indeed a pompous basterd at the best of times. 
Ohfofsake: Maybe next time.
It was a close one between Geny and Elvin. Geny created "Cepheus, the HC member", while Elvin created "Cepheus, the person". Elvin's design clearly took more effort, but in light of the fact that this is a HC-exclusive competition, I declare that Geny wins!
I was strongly considering asking the contest's admin for a tiebreaker but I daresay there's a small chance it could end up rigged...

A true overlord always comes with his hot girl warrior, it's a set. They are always found in the battlefield and as for the yield sign, it just had to be done  They'll fall anyway, might as well give them the option to survive your wrath. Broken rocks in the bottom are a sign of the destruction you emanate and I chose a feature-less face so that you look more of a personification of war than a single being. Plus it matches better your avatar.

Evil warlord seeking to the take over the world. His entire body is masked in darkness to hide his identify. Two crimson blades cross each other on his chest to represent his warlike nature. He holds a pipe in one hand and a mysterious suitcase in another; just the everyday carry-on items of a villain with minions. An orange trench-coat covers him because he's Dutch and I couldn't just make the entire body black or it would be overkill. He has four arms because it's cool looking, and lightning flashes in the background because it's cool looking, and his eyes are crimson because it's cool looking.

I shall judge the entries later tonight, after I get back from work.
May the best win.
Ok here are my judgements of your entries.
Elvin: A very nice depiction of my Avatar. The yield-sign is a nice touch, as I have a tendency to deduct and overreason people into submission. Being a personification of War itself is cool. Also I am pretty sure I never said this here, but I have a thing for Girls with red/ginger hair, so that's a plus.
blizzardboy: I like the idea of being an evil genius/overlord who alsways shrouds his identity. (Is that a stab for never releasing much personal information or posting pics of me?) It's nice that you've incorporated the fact that I'm Dutch. I doubt I mentioned I smoke, but it's nice to see it incorporated. (I prefer cigars) But then again nearly all my BGP chars do, so that might have been a hint.
OhforfSake:A semi-lizard in a semi-gimpsuit who just escaped somebodies sex-basement? Right. Count on me voting for your opponent. I can live with being a semi-lizard, but that's about it.
Kipshasz: Good depiction of my Supervillains char. But I'm afraid that Rex is merely an caricature of a small part of my personallity.
Geny: I like the fact that you've tried to encorporate all my ICTC and Perfect ... creations in this. And you've done a rather good job at it. But I don't understand the need for dreads, I hate those. And I wonder if you see me as more as the sum of my creations.
It's a rather close tie between Elvin and blizz, but I feel blizz's is also a stab at me.
Therefore the winner is Elvin. HOORAY!
Special kudos go to Kipshasz, for making an extremely accurate depiction of Rex Mallard. I could likely not have done it better myself.
P.S.
I've only read this now. How, in the Gods' names, am I the Archnemesis of Cepheus?

The dreads? For some reason I usually depict greenskin goblins with dreads. Probably because at first glance the H3's goblin's hair looked to me like this.
Sum of creations? Not really, but our paths never really crossed, so I decided to concentrate on one of your most famous sides in HC.
Arcnemesis of Cepheus? Every time I see you two talking lately you argue about quotes and references and whatnot.

The Goblin hair seems to me like long, greasy, unkempt hair. Not dreads. I never understood why Greenskins in general often have dreads. Most have better things to do than worry about their hair.
It's true I have lively discussions with Cepheus. But usually those arguments are about minor things and details, in broadlines we agree on most things.
I just might join you, if I have a reasonable idea of what the person's like.
