It's related to the amount of data streaming through your modem. After 12-25 gig of temporry internet files/ month, you get a fine.

Ugh, If you surf the internet, you get data on your computer. So, if I go to HC, I, basically, get images and files, concerning the site, so I can view it. This crazy phenomenon is called downloading temporary data-files. So, if I surf the internet and watch youtube videos etc. etc. I take more and more energy and time out of the hardware used to provide me with internet access. And, if I succeed in watching more than 12 gigabyte of information, in total, the company that provides me with internet will cry foul and give me a fine. so I would have to pay a few euros extra per megabyte I download, from then on.
