Will there be a BFME III?
the previous games were great and now that ra3 is almost done maybe EA will start working on it

Well they ran out of material, so only if they start covering the events of the Silmarillion...
I don't know if I'd split the factions even more. Mordor should include corrupted humans, Mumakil and such, since without them it's sort of crappy. Goblins, Isengard, Mordor, Elves and Dwarves are good factions, I didn't like the Trolls in the Rise of the Witch King, and I also hated that Men were merged into one faction instead of being left as Gondor and Rohan.
Though, if the future game would follow Silmarillion, the factions would have to be completely different (Numenor, Noldor, Moriquendi...)

I doubt it.
BFME 1 and 2 had such an "unfinished" feeling (kind of like HoM&M5 when it first came out ), but they were still pretty good and they sold pretty well.
The problem now is as Baklava said: They have run out of material. I'll add to that, that the third game couldn't ride the hype that surrounded the Lord of the Rings -movies, since the movies are getting old by now. The problem with Silmarillion is that theres no recent movie about it .
