No, it's really a "cheat". I mean, if you activated the Console it's no problem to get it to work.
First go to My Documents\My Games\Heroes of Might and Magic V - Tribes of the East\Profiles\PROFILE_NAME and open input_a2.cfg with Notepad.
Add the following lines somewhere:
bind fog_of_war 'CTRL' + 'SHIFT' + 'F'
bind adventure_teleport 'CTRL' + 'SHIFT' + 'T'
Now go in the game and load a map. Open the Console and type "enable_cheats". Now, you can press CTRL+SHIFT+F to toggle Fog of War on and off, and when you press CTRL+SHIFT+T you teleport your current hero (that's selected) where your mouse points is (but you can't teleport him/her somewhere "illegal" - such as near an enemy or in an impassable tile)
Ofc, the "enable_cheats" command only works in SinglePlayer

the « DefaultStats » in your mod comes from 3.0 !
Be care to take this of « a2p1-data.pak » before editing.
I strongly suggest you to repair that.
EDIT:
Other bug:
Stronghold Heroes can't still get (learn) talisman level 1 because the level of the referenced spell is « 0 » in
GameMechanics/Spell/Adventure_Spells/Town_Portal.xdb
Let be « 5 » as before and that's will work.

You are right lol I completely forgot that the game was patched Thanks for reminding me this  Problem will be fixed soon!
