Actually, in the "Days of Future Past" movie, the 1973 Professor X could walk again after taking a serum that Beast made and that also took away his telepathic powers temporarily. But when he used his powers again he was back to the wheelchair.
And outside the film universe I remember him walking when his powers were taken in the Savage Land on the 90's animated series.
So, I think the answer is yes.
