Yes, but if he is not successful he will damage the enemy economy. First rule of warfare: You don't have to kill soldiers if the enemy can't pay them.

Interesting idea, complex and strange all at same time. You rarely get that feeling, so I'd say yes/no. You can destroy the Capital, Castle, Fortress, Fort, City Hall, Town Hall and nothing else. You don't get in the walls and smash everything, do you? You just bust out the walls, rebuild them and the town is yours. Remember, this is only my opinion, so you can always disagree.

Sorry. Mind made up: A seige destroys castle buildings (starting with upgraded ones, especially mage guilds and Capitols, and castles) depending on how long the seige goes on. (3 catapult turns = 1 bulding) win or lose, the seige damages the city. This is good because the enemy cannot get soldiers as easily, and must spend money upgrading/buying.

It's a nice tactic when you know you won't instantly overpower the enemy.

Well, if an attacker can easily destroy the Capitol from outside the walls then the city's architect sucks.
@Doomforge
That's a different story altogether. It has nothing to do with siege. I don't have anything against, say, being able to raze a building per turn for a cost.
