Okay, something that will last us some rounds:
Round 32
Create ONE advanced (4th) perk for the Racial skill of Haven.
Conditions for creation:
1) The perk must have at least ONE racial perk as a prerequiste, (reminder: racial skill perks of Haven are: Benediction, Retaliation Strike, Expert Trainer), but at most TWO since the advanced racial perk would replace one of the 3 known racial perks.
2) The perk must have at least ONE perk of a general skill as prerequisite;
3) There is no limit for the number of perks needed as a prerequisite, but no more than TWO different general SKILLS are allowed as prereqs in the process.
Example: A perk needing Retaliation Strike, Cold Steel and Ballistics would be wrong, since Cold Steel needs Attack and Destructive, while Ballistics needs War Machines, so the perk had THREE general Skills involved as prereqs.
Deadline is Monday, May 31st.
IMPORTANT NOTE: We need a second judge here!

My, my ... has another round gone by already? It would be helpful if whoever kept the deadlines sent out messages to the other judges when it was time to judge.
My scores for last round ... sadly, I think the Illusion skill was a very bad skill (it's only purpose is to boost another skill, which is a big no-go in my book) - and therefore, many of the perks you suggested were a bit so-so simply because of their (by deffinition) too narrow application.
Fauch
Power Flare
This is a pretty original skill. I trust that by "units" you mean "stacks" right? - So that if you have summoned 40 Elementals, it won't increase your spellpower by 120 ... otherwise it would make Summon Elementals a killer spell. That brings on another point, however, that with this skill you'll at best have a chance for a, say, +6 spellpower - or maybe +9 in the rare case that you have 3 different summoned units on field - which is not that great, given that by the time you reach this point, battle is likely to be over. I think on paper the idea is original and good, but I've a difficult time seeing it implemented in the game.

Barrier Master
Ok, a bit narrow, but useful I guess. Seems like a good 2nd level perk. Balance also seems reasonable.

Phantom Note
Nice name! Wow, talk about a narrow perk - but I guess that's what you get when you have such a narrow skill. Can't fault your creativity, but a whole perk that works to boost just one single spell ... talk about a one trick horse.
Creativity: 7
Realism: 4
Shadow Node
lols ... A perk that boosts another narrow perk within a narrow skill ... and I was talking about a one trick horse already in the previous perk. Hmmm.
Creativity: 6
Realism: 4
Nodes: +1 bonus creativity for the added part about the nodes.
Jiriki9
Ethereal Armor
This could make a pretty naste combo with Arcane Armor, huh? I'm not really sure I see the need for this perk, as it pretty much doubles for the other one. Of course, you don't need to have Summoning Magic to learn this spell, but in reality, who would take a skill so narrow as Illusion without having Summoning Magic?
Creativity: 7
Realism: 4
Riddlemaster
For a brief moment, my face lit up when I read the part about casting a spell from the enemy's spellbook ... but the rest of the perk seems both confusing, illogical and (in some cases) depending on completely useless perks (i.e. Will Summoning). I guess I just don't get it, but it seems overly complicated and not really that beneficial.
Creativity: 5
Realism: 2
Veco
Will Of The Maker
This is a pretty good perk. It's pretty simple, but could have its uses. Maybe it would make better for an advanced perk, as it seems a bit selective (narrows down to just two spells, where you may only have the one).
Creativity: 7
Realism: 6
Binding Shards
That's a really nasty effect. I like this - again, I would probably move this to an inner circle perk behind the other one, but I deffinitely feel this one has great potential.
Creativity: 8
Realism: 7
VokialBG
Arcane Wings
Ok ... I guess that could work. Not sure on the mana free part - flying is a pretty useful ability - but that's a detail.
Creativity: 7
Realism: 7
Light Over Darkness / Darkness Over Light
Meh - you render a whole magic school useless for three rounds, negates all spells from that school, and it can't even be dispelled? And you don't even mention what the cost is. Talk about imbalance ... sorry.

Realism: 0

yes +3 spellpower by stack.
and well, I chose quite an average value since I'm not sure how many summoned unit you may have at the same time on a battlefield. if you use elementals, phoenix and blade barriers and manage to keep them alive you may have some nice bonus like +9 / +12 maybe which may mean 24 more elementals. that is obviously more of a perk for defensive factions which will have enough time to make use of it.

Esquire
Prerequisites: Expert Leadership, Recruitment, Retaliation Strike, Divine Guidance, Empathy, Benediction
The Knight's personal squire and flag bearer [as depicted in combat] is now a skilled lieutenant in their own right. They become a 2nd hero on the battlefield, with a separate initiative. The abilities of the lieutenant are as follows:
- The lieutenant counts as the same level as the main hero for the purpose of attack damage and activated racial perks.
- The lieutenant may use any activated racial ability (Benediction, Retaliation Strike, Unstoppable Charge) that the main hero can.*
Lieutenants cannot cast spells or use any non-racial activated abilities, are not affected by any of the main hero's perks [such as Empathy], and do not have any attributes. They serve no role on the adventure map.
*A Knight and their lieutenant may each mark a stack with Retaliation Strike, but they cannot mark the same stack at any given time. The 'Cavalry Commander' hero specialization does not affect the Retaliation Strike of a lieutenant.

in another, there are a hell of a lot of prerequisites...
for a few seconds I thought it would be a H4 like hero.

I might make some minor tweaks but I think it's about right. I thought it kind of sucked at first too and was going to add some, but it's stronger than what you would initially think. You get to use the lieutenant to take care of Benediction and Retaliation Strike for you (a common problem with Haven since a higher level Knight usually has better things to do with their turn), and having a 2nd hero for making attacks can really add up.
There's a lot of prereqs, but Leadership is a typical skill for Knight anyway, so you're not really sacrificing anything for it, you just can't have the 2nd hero for week 1 creeping, which I think is fair.

Crusade:
Requires: Recruitment [Leadership], Retaliation Strike, Divine guidance [Leadership], Benediction, Master of Wrath [Light Magic], Master of Blessings [Light Magic].
For every victory in battle, and every new level reached, your hero gains "Crusade points", depending on their level. At the beginning of each week (and ONLY then!!!) he can spend those to recruit some creatures. He may recruit creatures of at most 3 types, Cavalry and Angels cannot be recruited, every creature has a maximum of units that can be recruited, slightly dependent on the hero level. AFter the recruitment, all crusade points vanish, even if you recruit NOTHING. So you can't save up points over many weeks and then recruit almost a whole army, to fool your enemy. Also, the creature amount recruitable wouldn't be too big, to keep it balanced.
LAst stand will have Crusade as requirement instead of Expert Training, which will be replaced.

blizzard : your ability is potentially twice as good as the haven ultimate
jiriki : my perk depends on if you have the right perks and artifacts.
you are sure it will improve eternal light and resistance to fire. for the rest, it depends.

I certainly hope that we see more entries, at least from the last participants, that is, veco and Vokial, and maybe even Azagal can make another try.
It looks like having a narrower "window" for perk creation has a good effect. This may become a quote interesting number of rounds.

Since we are currently dealing with racial perks, the contest has no effect.
However, from next Saturday on I'll be on holiday with ho internet access, so I'm out for a while.
