Well, some say it's part of an April Fool's joke.
I've read it was created by some members in protest to the decision to remove the QPs from this site. Afterwards Val (or whoever has the administrative rights) changed the logo, using the one created by the protesting users: Heroes Commune.
They named it this way because they think the subtraction of the QP system means communism in its consequences of equaling the status of all users (flood protect, etc).
But better read the "Should we keep the +OP/-OP system?" thread...
