Yes, up to level 30 so far. Their learnset is widespaced because their attacks and such are kinda potent. Yes each is slightly different also. ((I will adjust speed and such because they get a lot faster then normal)) BTW..VI is level 12 and should transform (unless you stop it) into the cacoon phase of it's exsistance.
VI - Non-Cacoon Form
Signal - This lets the light pokemon switch places with another pokemon on it's trainers team. One of the two must be in battle, and the other must be outside of battle. No action is lost. ((Which ever switches in can act normally during that turn)). This can be used out of battle. Level 15 'strength' 0 (ie no damage)
Light Pulse - Heals all friendly pokemon a small amount (25% of max health for each pokemon) but must be recharged and the user can not act next turn. Level 21 Strength - N/A
Hyperbeam - As the normal hyperbeam ((All light pokemon can learn this at about the same level)) Level 23 (level subject to change) Strength - As any other Hyperbeam.
Light Symphony - By rubbing its antenna together the pokemon creates a loud set of noises that not only damage enemy pokemon, but can confuse them. - Level 30 Strength 90. Accuracy 90
Vi - Cacoon form
Add 2 levels to the above (ie signal at level 17).
Also at level 14 - Light Shell - Adds one level of defense to it and any of it's trainers pokemon that helps it in battle. Strength - 0
KI's Pokemon - Current form (won't get to transform for 3 levels)BTW: Trivia knowledge here..did you know it's species name is latin for Kindle (or that is what the translator program said at least lol).
Trill - A light based sound attack (pretty basic) - Level 13 -Strength 60 Accuracy 100
Emblazen - It's feathers catch 'fire' and it frightens most pokemon (Fire types are immune). Lowers attack and defense by 2 levels. The fire does not actually DO anything, it is all just for show - Level 17 Strength - 0
Fire Dive - This time the fire is NOT just for show. It is counted as a fire attack when considering what it is effective against but still counted as a light attack. Level 23 Accuracy 100
Hyperbeam - As normal hyperbeam - 25th level.
Del_Diablos Pokemon (will be awhile before it can evolve)
Moss - Has one of two functions which the trainer gets to choose. Attaches to either friendly or enemy pokemon. If a friendly pokemon the pokemon is cured of any status problem and remains immune to status problems for 1 turn. If an enemy pokemon, gives a random status problem when it connects and one on the next turn (remember if the first is not cured the second fails). Level 15
Lichen - Acts as a flash attack and also puts spores on an enemy pokemon. Each round it drains a little heath from the enemy pokemon (acts like a leech seed but not leaf based) and gives it to Del's pokemon. Level 18
Energy Beam* - Coming from the creatures eyes it can strike with a light based attack that will seek out the target like homing missles. Strength 60 Accuracy - never misses. Level 23.
Power Converter - A dangerous lightbased attack. Has a based damage of only 60, but this pokemon can sacrifice up to its last hp to increase the power by 1 per hp. Think of it like an light based explosion attack. Accuracy - 80. Level 27.
Whew...that is a lot of abilities
Edit : Ok people we you have 2 sets of 3 ev's to use (remember that you have to put all 3 from each set into one stat. So decide where the ev's go. Ie 2 stats 3 ev's each, or 1 stat 6 ev's.

Okay. Are the moves listed above in addition to whatever moves the Pokemon movesets are based off of (Pidgey/Cyndaquil for Aduro, Totodile/Sandshrew for Aqualino etc...) or in place of them?

In addition to . Yeah that means when the bug pokemon evolves and has four 'types' to choose from and only six slots..somebody is gonna have a rough time choosing which moves to keep.

In that case I need to know whose moveset to reference for Luminous. I gather it's one of the caterpiller Pokemon, but there are a couple of those. Also the stats for the Light Pokemon.

Using Caterpie (spelling?) for the bug part of Luminous. As for the stats..they are level 12 right? Ok give me a moment
Here is how I am going to do all light based pokemon. Using Pichu (and it's evolved forms for when they evolve) for a base (at whatever level they happen to be) with the following changes.
Attack will be -15
Defense will be -10
Spec. Attack will be +15
Spec. Defense will be +10
Speed will be +5.
Then nature will be taken into consideration.
So for level 12 (without nature) it is.
Attack 7-20
Defense 6-9
Speed 31-35
Special Attack 35-39
Special Defense 30-34
Pichu (electric) was the closest I could come to light pokemon.

I've been considering HM's. For the most part unlike the games, you won't need them to get around. Which raises the question, where/how will they be gotten? I am considering using 'common sense' rules for HM's.
IE if you want your pokemon to learn 'Rock Smash' you have to find a 'dojo'. If you want it to learn surf, take a surfing class. Etc. These 'classes' will cost pokedollars, but you should soon be coming into a bit of funds . Of course not all areas will have access to all the 'classes', for instance you are not going to find a surfing or waterfall class in a desert, but some classes can be found in ANY town. (Rock Smash, Flying, ETC).
Since HM's can be potent I am setting some criteria for acceptance into the classes. Mostly level. Lets say at least level 20 for acceptance, and that is ONLY if the pokemon can logically learn the HM. (IE Aduro would not/could not learn surf/waterfall)

Since there are a LOT of pokemon, and any (but legendary or ultra rare) can be found anywhere, here is how I figure out what pokemon is encountered.
First I roll to see if it is dual or single type (50/50 chance)
Then I roll for first type.
Then I roll for second type (if applicable)
Then I roll 'base' type (only counting the forms that are not considered to be evolved from another form)
All wild pokemon (not groon, etc) are same level as your pokemon, so if the base form can not have evolved (based on level only, if they can by item it goes to the next step) that is the form I use
If it can, I give even chance of it being evolved +5% chance per level above 'evolved' level (item evolutions are always 50/50, happiness won't be found 'naturally' as they would belong to somebody) to be 'evolved'
If it could have evolved twice, it is 34(base)/33(1st evolution)/33(2nd evolution) chance period (to confusing by level ). Now that is if I don't have a specific one in mind. Requests will also be considered.
Then I roll a precentile and if I roll 1 it is a shiny

Ok, I want some of Kareeah's luck. Not only does she find a shiny (1% chance!), but crits it (making it flinch) doing JUST enough damage to leave it with 1 hit point (a 25% chance for base damage was 16-19 and ONLY 17 would work), but catches it with first throw. How do I get part of this LUCK?!
