I'd defuse the bomb. The hyper-utilitarian idea of letting it go off and catching him to ward away hypothetical future deaths is a Pandora's Box that opens up grounds for cops to be justified to do almost anything. Short-sighted ethics might not always produce the most effective results, but they keep the justice system from becoming convoluted beyond control.

I don't know. In effect you are not responsible for the bomb being there, neither did you put it there. Of course this is just my philosophy of inaction being 100% guiltless.
Even if it is your job as a cop to enforce law, in such situation the line for one of these two choices gets a bit blurred.

it happened to me once, I made a firetruck with lights and sirens on stop to let me cross. actually, I was in a hurry because I had a rendez-vous and had trouble finding my way (didn't know that part of the city) I heard it coming but for some reason I didn't see it.
other pedestrians were looking at me as if I was a terrorist.
mytical question : I would slow down or stop and let him cross. there are medical equipments in ambulances that can save you a bit of time anyway.
thedeath : if I was sure to defuse it I would. but in movies defusing bombs is always based on luck...

As to TheDeath's question, I would catch the terrorist. Both are a 'possible' IE it is only possible that you can diffuse the bomb, and it is only 'possible' you will catch him. I would do whatever I could to take the person responsible down, because afterwards each time they would try the same tactic if I didn't. As much as I would have a guilty conscious for all those people dying, at least I would know that if this guy was off the streets he would not be killing any more. Of course, I am evil, they would not go to jail where they might get a chance to escape.
I would guarantee (if I caught them) that they would harm NO others, ever again.

I hate to warm this up again, (blizzardboy), but I still cannot understand this desire to construct impossible situations.
There is no way you can be absolutely certain about the position of the bomb, detonation time and whether you can defuse it at all, if that is based on terrorist information.
The only chance this is realistically possible is, if you - the cop - already sees the bomb and realizes that you CAN defuse it or have at least a good chance.
So there is no dilemma here: You decide depending on the quality of your information , and this covers all angles, and Death's as well. If you have reliable information about a or the bomb, you go trying to defuse it. If not, you go for the terrorist.

For the ambulance, you have to try to stop. If that's not possible and the road is small, so that no swerving is possible, or if swerving will take you into the oncoming traffic, I'd try not to crash the ambulance. In this case, the pedestrian is no different than a deer - in certain situations you have to take them headon.
