Sounds like he was talking about innocents to me.
War is Hell, with war there always will be War crimes of ignorance or of choice. No matter how just your country may try to be, it will wind up targeting civilians in the end. That's how every war is.

The justification will never be there, the actions taken in war by any country are never 100% justified.
The explanation? Soldiers are humans and subject to fear, prejudice and laziness as much as the next person.
