I dont follow you here. Either each player plays one game against each of the 3 other teams, which will give a total of 24 games pr team or each player plays 2 games against each team, which will give a total of 48 games.
Here is a possible setup: Each player plays 2 games against all 3 teams. One game against player A with own rules/setup with blue color and one game against player B with his rules/setup with red color. The winning team could be the one with most wins in all or you could get 2 points for beating another team and 1 point for a draw. The team with most points are the winners.
Who will play who can either be decided by strenght or more pragmatic, who can play at the same time etc.
Here is the setup I would like to see for WCL (sod):
Each player decides what template he wants to play from maybe 3 or 4 predetermined templates. He does that in good time to give the opponent time to prepare.
Towns and heroes are either random or decided by elimination. I can live with both.
Time limit: unlimited. I dont see any reson why people shouldnt have time to play their best. Ofcourse respect your opponent and dont use more time than you need.
Rules: WCL default with the following changes:
-All heroes are allowed.
-No restarts for no reson. If someone has an exstremly bad map, for example heavy presents of mountains or is badly blocked he should be allowed a restart. Or if by random town selection he gets only weak heroes and a bad map. In other words use common sense and fairness.
-The following is added to the hit and run rule: "Futhermore you are not allowed to sacrifice any hero with the purpose of reducing the opponents main army."

1) I agree with Maretti proposals regarding rules. However we are allowed to use only 1 template as "WCL domestic". I suggest to take Jebus as most known to all WCL players.
2) We need 1 more player as Suris will not play.

I think we need some additional clarification regarding rules, to avoid possible disputes:
1. Combo artifacts. I don't care much are they allowed or not, but i think there must be rule which clearly says are they allowed or not.
2. Cloak of Undead King. This combo must be banned, but there is no rule which says that.
3. Recruiting level 7 units from POS. With 1 level 7 dwell rule this can be a problem. For example, one player can have only 1 level 7 dwell in his area on Jebus, but he has 2 Dungeon towns. As a result he can have up to 10 level 7 units week 2. His opponent has 2 level 7 dwells and no dungeon towns. He can flag 1 dwell only and can have up to 6 level 7 units on week 2. If he is allowed to flag both lvl7 dwells, he could also have 10 level 7 units week 2 and situation will be balanced.
As a conclusion, recruiting level 7 units from the POS should be forbidden. But, in that case player who starts with Dungeon may have no benefit from his special building. So, i suggest following rule about POS:
You can recruit level 7 unit from POS only in your starting town. All other units can be recruited from any POS.
To have all adjustments in one post, i will add Maretti modifications as well:

Jebus is fine with me. I can commit to this as long as I am advised the time frames.

1) In game vs Protos on 1.1.2 you said that your starting hero was not level 1 and asked for restart. Protos has checked the save and found that your hero was level 1. This is definitely not honorable and very suspicious. Please provide reasonable explanation of this situation (write me in email).
2) There was conflict between you and Vitalic in games LT vs HW - you declined to repeat same moves in battle after disconnection. I consider it not honorable too.
3) There were 3 more suspicious cases in your games with 3 top-players. I have these saves and going to make decision about them later.
As a result, I have to substitute you to Dread1.

question regarding rules:
should we change anything about weeks of +5 monsters and plague? what about Red Orb?

IMO, red orb should be allowed. Plague does not make any diference, since it has same effect for both. About +5 growth, i am not sure what to do with that. Maybe prohibit recruiting? Or allow it, unless +5 on level 7 units?

It depends on template. If we are talking jebus I suggest you are not allowed to buy them if its lvl 7s, otherwise its allowed.

Personally I would prefer balance. Its the temp where im strongest. It would be nice though if we had 2 or more to choose between.

I prefer no restart for no reason like Maretti mentioned + more random system of towns choosing. For example like in heroes.by or just full random
