Unable to exit city! Please Help!

Hi, everyone! I've recently started playing vanilla HOMM4 and as of now almost finished with the first level of the first campaign. The problem I have right now is that I can't exit a city after doing a caravan transfer to it. Is this a bug?

No bug, you have too many armies roaming around. In H4 you only can have 8 armies "outside" a town. If there are 8 out already you can't split any more and not leave a town with a 9th one.
