Another way of seeing it...
The RPG way to see Heroes:
There are no armies, only up to 7 Heroes in a party. The numbers next to them is their toughness. The ones inside (HP's) - the damage you need to do to the Party Member (from now "A Member") to reduce his toughness. They, of course, have their alignments which may cause them some uncomfortableness, but the Hero is the one keeping them together.
The hero is a magician - no use in a melee, disappears when no other party members. The Attack/Defence skills are his auras - they grow with the additional leveling and magic artifacts. Some aren't willing to use things other than their auras, others use practical magic. Their auras can sometimes get out of control, and make good, and bag effects - like the raised damage, or the lowered damage; the regiven strength to move more than usually, or vice versa.
The wandering Parties can be different - they can fight you, they can run away, and they could suggest to you to train with A Member similar to them so the Members Toughness will grow. Some are not so friendly and give you their price for the training. If no Member is similar to them they can loin your Party, if you have the space, at that point you can let a Member go away, or, if he doesn't agree throw him away from the party.
At the Towns the activity never stops - the Dwellings upgrade their training machines each week, sometimes they are lucky and upgrade more than they expected to, sometimes accident ruin all they did in that week, and, from a mysterious twist of luck, those accidents happen all over the world at the same time. The Member that belonged to that kind of a dwelling before train in the dwelling and gain toughness, unfortunately destroying some various parts, thus no other Member can train there till next week (the weird part is that no matter when they did a light damage after training, the workers are, almost always, able to do all the needed till the end of the week). If no outside Member trained in the dwelling the local one starts his training, and, in no outside guy will ruin all again, he will be able to join a Hero.

Well, I'ts a spontanious thought of mine. Just think of Heroes 3 like that - The Party is your hero with the troops, the toughness - their number - the teaching wondering monsters - joining. A little imagination here
