Best level two creatures and best neutral creatures?
Everyone always votes on best level 3 and 4 guys but what about level two guys and neutrals?
For neutrals aside from the sea monster which is obvious the mummy I think is pretty tough for a level 2 guy.
For level 2, I think Minotaurs are super tough
what do you think?

Favorite and best level two creature for me is Medusa.
Gold golems can do and take some serious damage.
Mermaid and evil eye are very good too.
Strongest neutral is the evil eye in normal heroes besides sea monster (ice demon and waspwort from level 3 if we can count them as neutral).
From gathering storm is dark champion (maybe gargatuan).
For winds of war is mega dragon.

I agree. Medusas are the best level 2. Dark Champions are better than Gargantuans. Come on, regen and 3 terrors?
Also, Goblin Knights are really really good too.

medusas are obvious as the best level 2. though, statistically, the white tiger is the best of all. evil eyes are good too, in early game they are killers, they can be more annoying than medusas.
best neutral : the mantis. their binding ability can divide the attack of any stack by 2 it is also one of the best level 4, about on par with the golem dragon

I agree with you that the Medusa is the most powerful level 2. However, that is only when you regard it as an isolated case. When you consider a creatures place in your army, I have reasons to believe that Gold Golems can surpass it as a "team player", though I might be biased because of my strong affection for Order. In the early game, it provides very good protection for your Halflings and your Mage hero. Later on, it serves the same role in protecting your Genies. As I usually prefer the Gold Golem - Genie - Titan set-up, the Gold Golems are important defensive pieces in an otherwise ranged and spellcasting army. While other level 2 creatures tend to be somewhat fragile, Gold Golems are impressively durable for their level, a fact which alone makes them more viable than Magi in most situations. The combination of the Mechanical ability and their Magic Resistance makes them almost impervious to spells and other nasty effects, and their 50 hit points are quite decent.
All in all, the Medusas are great, but Gold Golems can give them a good run for their money.
As for neutrals, it goes without saying that Sea Monsters are obviously superior to the other. Out of the other ones, I think Mermaids are a little more dangerous than the other ones, because of their Hypnotize ability and decent hit points.

yeah thought about gold golem too. in equilibris it's really a tough call between trolls and golems, they both have 50 HPs. I wouldn't say they beat the medusa (which is broken) but could compete for 2nd place

Yeah, medusas are undeniably OP, but I think gold golems and nomads are both very good units too. Teleporting gold golems into the ranged units is quite funny I must say. (and towered gold golems are death) As for nomads? Well, they're fast moving tanks with first strike that have high growth due to breeding pens. And well, thats it really, they're just quite good.
As for neutrals; I think dark champion is the best (especially after my research on charge). 3 terrors and an ability that increases damage exponentially for each tile travelled that was designed for a unit with only 2/3 of the dark champion's movement? Absolutely broken if you ask me. If you're talking about vanilla H4, I'd say that water elementals take the cake, I just love the uber ice bolts and high growth they get.
