It's a Week of Creativity
Not having played HOMM5, I was mildly interested by some new week effects. Mildly, because I think they could be more varied.
My issue with many of the weeks is that they do nothing unless army X or skill X is involved. This means, most of the time.

Week of Ash
Volcanic ash floating in the air makes ranged combat more difficult. Range penalty kicks in sooner.
Week of Rain
Units walk slower in combat.
Week of Winds
Flying units get -5 to Attack Skill.
Week of Carnival
Creature types can't be distinguished on adventure map. It includes both enemy heroes and neutral forces. (Works similar to the Disguise spell)
Week of Anarchy
Neutral armies get +2 Luck and +2 morale
Week of Parlour Tricks
Two spells can be cast in each round of combat as long as they're both level1. (Could also make an interesting artifact)
Week of the Meek
Level7/Champion creatures can't be recruited in this week.

My issue with MOST weeks is that they affect the gameplay too much and too often, so more "Weeks of Nothing" would be VERY welcomed.

These make sense....but strategically it would simply be too confusing.

I like "week of"s but I fear these would be a bit...overpowered?^^

Morale, Luck, skill choice, artifact pickup conditions/ambushes, luck-based adventure map locations, random damage range, luck-based creature abilities (Blind, petrify, double strike, paralysis, genie buff, aging, poison), random heroes to recruit, chance-based magic resistance
Heroes always had a strong random factor. Deal with that. If you remove randomness from Heroes, you will get a game, but that game will no longer be Heroes of Might and Magic. Most people who like Chess would rather play Chess. Random factor is there to simulate unknown factors. No plan survives the contact with enemy. Also, random factor prevents players from taking 20 hours to think on a single move - a roll of dice can thwart most carefully prepared plans.

I like the idea of coming up with some new week themes, and I actually think several of these are excellent - I love Week Of Anarchy (though the numbers clearly are not adjusted to new system), and several of the movement ones could work fine also, as long as they are small (like -1 movement, -1 range, or similar). No recruiting of champions is just a nuisance, however.

As long as the "Week of..." is not handicapping one of the players and totally ruining the strategy, it's usually acceptable. However, randomly empowering or weakening one side just for the sake of it is the opposite of fun, especially in a competitive game.

I actually never enjoyed when a week would randomly halve my town's creature growth or boost another's...how is that fun?

Is it because of an uneven distribution of resources on the map or do some of the weeks actually empower one player while simultaenously weaken the other?
I thought the effect of any particular week applied to all players.

A week that cancels morale and luck will pretty much prevent Haven and Inferno from using their Racials (since the main racial gauge fillers for them are positive morale or good luck).
A week that empowers specific schools of magic might not affect any player at all, but it also might greatly boost one player that has one (or both) of the boosted schools over a player who doesn't. There are weeks of dark&light, fire&water, earth&air. Same goes for weeks that affect blood and/or tears abilities or might or magic skills.
A week that increases champions' growth will give a boost to a player who has them over a player who doesn't (not like the 1st player would need this additional advantage)

I like different kinds of week, but I really they are too strong or changes too much.
I would very much like if they would lower the change that they do to make them less significant, and I agree with Nelgirith that more weeks of nothing would be nice.
However weeks that favors another player isn't that much of a deal since he has to take such things into account from the beginning. (As long as the weeks don't alter too much...)

Week of Bargains - All creatures/buildings are 20% cheaper than normal.
Week of Rip-Offs - All creatures/buildings are 20% more expensive than normal.
