I already got the game for under $17. My game is in Russian though, purchased from a Russian web site.
It was also on sale for under $10 on another web site, but I couldn't buy from there for some reason (both web sites don't accept PayPal).
EDIT: It is the full game, and can be patched to latest patch.
I think it can also be changed to show English text, not sure about English speech though.

IMPORTANT:
I will not advice anybody to buy this game - or any other game - through Green Man Gaming. Their games have to be run through a special program called Capsule (and equivalent of Steam) and the game can't be updated. This is an error that have been reported on the GMG forums several months ago, and is still happening - I can confirm that, because I bought the game yesterday, and I'm still stuck with version 1.0.0.
Fortunately, I have no urgent need to play the game before town screens are implemented, and I got it very cheaply, but if the game can't be patched, the game is not worth anything.
Update
Just an update, for whoever this might have interest: It seems that GMG has "solved" the issue with the missing patching by doing it so that each time a new patch is out, you have to redownload the whole game (all 7+ GB) and then you get the newest version. Very poor solution. To add confusion, main menu still says version 1.0.0, but when I check the properties on my .exe file, it indeed says 1.2.0 (but not 1.2.1 yet!). I'll leave a note when I have found a way to check that it is actually running 1.2.0 and not 1.0.0.
