Simple - older Heroes games did not have scrolls.
When I have bought lots of spell scrolls, I need to scroll a lot. (nice pun, heh?) It is bad enough with 3 lines of artifacts, it would be horrible with only one line.

Yes, but they could make it larger and with a traditional hero picture in the background, no one is complaining about how many rows it has, but they could stay for those scrolls and extra artifacts only, while the rest of the blocks would be positioned according to hero's background picture

How about not mixing the stupid scrolls with artifacts in the first place?

Not getting rid of them, but don't mix them with artifacts (another line for scrolls for example)
