I guess you could also throw in some alcoholism related perk but i'm not sure what the stats would be.

Luck - 1
Perks:
Fisher - + 10 to cooking and survival skills. May randomly get distracted by promising fishing waters nearby.
DIY - +10 to repair checks. May randomly take apart working equipment if bored.
Skilled - Can do a lot of random stuff, scuba dive, skyjump, drive motored vehicles, operate electric devices, talk a lot of languages, etc.
Fast Learner - Check to operate or learn after previous attempt is progressively easier instead of linear.
Manperiods - Requires vodka, salmiak, tobacco or autovampirism once a month, otherwise self-reflects for 24 hours.
Hard to Motivate - If not interested character's willpower towards an action is 0.
Finnish Luck - Flip a coin, if heads luck increses by one, if tails it fall to zero. Luck is gathered and works as 0 untill 10 is gathered, releases in one event and goes back to 0.
Nocturnal vision - Vision enchanced during dusk hours but especially colour vision hampered during bright daylight.
Sociopath - No morality check for hurting other people. If a person makes a successfull perception check character's real personality is revealed to them.
Hmmmm, that was rather many perks.

Stats(1-10, assuming 5 is population average):
Strength - 8 (Strong like bull)
Endurance - 8
Agility - 4
Intelligence - 9
Willpower - 10

Luck - 1 (can we go negative?)
Post illness
Str - 3
Endurance - 2
Agility - 2
Intelligence - 6
Willpower - 10

Luck - 1 (Definitely in the negatives here)
Perks -
Trustworthy - People tend to trust me, even if they just met me.
Ageless - People can not guess my age by looking at me.
Fighter - Do not know how to give up.
Open minded - Can see all sides of a discussion/argument..usually.

Tooth and nail: Whatever the circumstances, The_Polyglot's HP hovers around 5% of the theoretical maximum, and he is immune to healing spells/abilities, as well as any collateral damage(so Aoe attacks, earthquakes, etc do him no direct harm).
Unshakable resolve: The_Polyglot's stats get a 200% boost whenever he is in mortal danger (Down to 1% HP)
Who is that guy?: The_Polyglot fades into the background automatically, making him nigh-unnoticeable. If there is no available background, The_Polyglot fades into the foreground instead.
Lone wolf: Whenever he is fighting alone, his dodge chances and damage increase drastically. If he isn't, they decrease instead.
Down on his luck: If anything can go wrong for The_Polyglot (Allies included), it will go disastrously wrong. Natural disasters occur very frequently around him.(Note, that they do not harm T_P directly, but they can and often do leave him (Allies included) in impossibly difficult situations.)
Problem-solver: Given enough time, he can always figure out a solution to his numerous problems. Note, that he can't always execute these single-handedly, and due to his notorious bad luck, they often lead him out of the frying pan, but into the fire.
Polyglot: The_Polyglot is an exceptionally skilled polyglot. (Duh)
Now we only need a willing GM, and the HC RP can begin!  Backstory will be thought up written on request.
EDIT: Ooops! Forgot to include 'Polyglot' perk, sorry!

Darkspawn | By being spawned in the Darkness the holder now despises strong lights and direct sunshine will make him/her hiss with contempt. Also, the holder requires no sleep beyond six hours every two days.
Prefazed | Being fazed one time too many the holder is now unfazed. Grants 50% resistance to stun and similar effects, but lowers personality by one.
