Hmm, do not know about the first contest, were not ehre, then... but to me, prizes wouldn't be a big motivator, I think I would not want them so much.
EDIT: So, when shall it start?  What I mean is: Soon or rather a bit later...

I'll judge like this.
Setting: This is how well-thought I perceive the theme of the faction to be. How does the faction work? Why does it work that way? How does it all fit together in the big picture of the faction? Faction history, town and creature descriptions all factor into this. 1-10 points.
Gameplay: Does the faction actually look fun? Would I want to play as it? Are the ideas behind the faction mechanics any original? Are they creative yet realistic? Game mechanics, special buildings, skills, hero and creature abilities all factor into this. 1-10 points.
X-Factor: The Xerox-factor is there to give bonus points if there is something that doesn't fit into Setting and Gameplay, if there are some really, really ingenious things about the faction. This does in no way mean that you'll have to come up with entirely new concepts to gain points here, you could remake a classic town (Sorceress, Knight) into something that preserves its soul and succeeds in being mindblowing at the same time. 1-5 points.
Max points are 25/25.

My scoring table will have three major categories (see Xerox's), but will get into a little more detail.
Full table:
Gameplay
-Balance: Obviously how well the faction is balanced, is it powerful? Weak? Really really strong against one thing with a glaring weakness against everything else? Depending on how you handle these situations, you can score up to 4 points.
-Strategies: How can your faction be used? Is there only one possible way for you to win every time? Are you a jack of all trades but a master of none? If you have an interesting balance, you can score up to 3 points here.
-Interest: How interesting is your faction? What play style will it appeal to? Is its target audience one that is focused (people that like to play rush or turtling factions) or one that can appeal to every demographic? Note, because this category is so subjective and because being focused in one area or another does not necessarily make a faction bad, most factions will automatically get the 1 point from this category. The only way to get 0 will be if you have no clear idea of what you want from this faction or try to do too much with it.
-Originality: What are your creature abilities? How original are they, or if they have been around since the beginning then how do they fit together in new or interesting ways? Depending on how original your faction is, you can score up to 4 points.

Setting
Theme: What is your faction's over-all theme? As there is basically an infinite amount of these themes to build, the criteria will be based on how believable you can make it. You can get up to 4 points in this category, though you are assured 1 just as long as you don't have any "Griffin Eternals" or BDSM dark elves. 
-Lore: What is your faction's history? It's beliefs? If you can explain these in an interesting manner, you can get up to 2 points.
-Originality: When making your faction, do you use tried and true methods, splice old concepts together in a new way or make something up on the spot? This is for over-all uniqueness for your faction's setting, so it can be separated from the other categories (you could have something completely stereotypical, but presented very, very well, after all). You can score up to 3 points here.

Bonus points
-One category: Basically, this is for going above and beyond the call of duty. If I find things that are incredibly good that I believe deserve extra recognition, I will make a special note about them and award you 1 extra point. You can get up to 4 extra points from this category, but they will not add to the maximum amount of points. Think of them as extra credit instead. Things that will get you extra credit will include: Creating heroes, creating a campaign that is engaging enough enough to hold my attention, etc.

So total points you can receive from me are (12+9) 21, with up to 4 extra credit points.

Nice and reasonable judging criterias, imo! ...I will honestly try to compete with a complete, and hopefully good faction this time!!! (THough it will definitely take me time then)
...have a couple of ideas in my head allready (old themes, at least concerning me, but maybe I can give them to you in a good way )

No mod judging, but keeping an eye on it the best I can. I haven't even been able to finish the one shot roleplay yet do to health issues, so can't really commit to judging.

I have started to improve..so I might just put one in for fun. I will not be in the actual event, because I don't know how my health will go or if I will be able to finish. However, I would like the judges input, and others input, of what I do get done.
