How to choose a thread name
Here are some tips on how to "invent" a thread name:
1. Always make sure the name of the thread is actually connected to the thread's idea. Don't get offtopic even before the members actually anterec the thread. A good example of what not to do would be a thread named like this:
"Maybe this was already talked about, but whatever..." (this is an invented name, but there are some threads nmaed in this style). This is the perfect example - I have no idea what are you goin' to talk about in your thread.
2. Try to make it short. That's not so necesarry, but the point is not to use introduction words, or unnecesarry words, the idea is to say what's the thread about, you can expand itr in your post! This is a real example:
"So what do u you think is the best damage spell in the game? " can easilly become "Best Damage spell" (you can add "in HoMM 3"), it's the same meaning, only 11 words less.
That's all until I'll find another thread name that'll give me an idea for my next point.

When I saw the title of this thread, I thought "Wow, this must be a great thread!". But I don't like these two steps. Why should you restrict the person in choosing a title? This is a democracy after all! The only not very good titles are "I'm new here" and "This is a new tavern". Cat's title, for example, is good. If she had told what the thread was about in the title, people would have said: "Oh, I have seen this before. Why should I reply to every similar thread?". But this way she leaves everything mysterious and makes you look in the thread to see if you have already come across a similar idea... I hope the discussion will continue.

I'm not restricting, just suggesting. I, myself, would more likely enter a thread that is similar to ones that were made before, not the one with a "mysterious" title. That's only me though.
Besides, this thread is'nt restricted only to me giving suggestions, anyone can suggest here (as you said, it's democracy).
BTW, you said "these two steps" but didn't said a thing about the second (though they're not steps, but separate ideas)
P.S: Titles "I'm new here" and etc, aren't bad as titles, they are bad as a thread, and that's another story

But did I mention that only you are supposed to give suggestions? Not only that but I GAVE suggestions and you even commented them at the end of your post...

Here it is: it's true that a shorter title is sometimes better but in other cases it doesn't mean the same as it would if you wrote a longer title. Even in the case you have given, "Best Damage spell" is not exactly the same as "So what do u you think is the best damage spell in the game?". It could mean "In this thread I'll tell you which is the best damage spell - Misfortune/Scuttle Boat/Summon Earth Elemental, etc." And nothing bad will happen if the title is 3-4 words longer. Oh, and about the "steps" - they ARE steps. If they are separate ideas, that will mean that you may avoid one of them and the same time use the other - for example, you may avoid saying "This has been discussed before" but say "So who do you think is the best archer in the game?". And if they are two steps, that means that you should keep in mind them both - use neither of the titles above...

They are bad as titles because when people see a thread with a title "I'm new here", they will think: "So what? Is he the only one?" and won't ever look in the thread. And such ideas are not bad as threads at all. If you put an interesting title like "NWC revealed a surprising fact about HoMM4", people will want to read about that fact. And while talking about the fact in the thread, you may mention "I'm new in your Community but I hope I can help with this information"...

Well, I think newbies shouldn't post threads just to let the others know they're here, no matter what the title is. There's a better way to attract attention. Just post your opinions in the threads that already exist, and when you have an idea of a good thread, or have something to say and it doesn't fit in any of the existing threads - make a new thread.

Well, your suggestion was "hidden" in your whole post, but I get your point (but still, some other people should suggest things too)

OK, so it may be "Which is the best damage spell?", but still, the point is that some words are too useless (i.e. "so")

You should keep the two in mind, but mostly the 1st step (I see your point and agree that they are steps) won't be used (I hope)

I don't agree with that! These names are good names, they DO represent the point of the thread and the reason it was made for, and the thing that repels you is that you know, by reading the title, that you don't need this kind of a thread.
The other title you gave ("NWC revealed...") also represents the main idea behind the thread, and it's not the fact that the thread maker is a newbie, but NWC and HoMM 4, something interesting to read. The mentioning of the newbie subject is not vital for the thread.

My first ever thread was 'Is it XP or My Software?' I never did a newbie thread as I'm quite shy and I didn't want to draw attention to myself (hard to believe I'm shy, isn't it?)
