I can why you'd think that, and you're in general correct. It's worth to notice however that the troll only regenerates when it has a turn, at lower speed the opponent can get two strikes in before it's the troll's turn to act. If the opponent gets Moral, the troll is likely to fall to most faster level 5 units. In fact, if the troll attacks a waiting opponent, it gets retaliated upon, then attacked twice, for 3 attacks, which means it'd lose to most opponents. Therefore it'd in most cases be a stalemate, neither site wishes to attack, because it'd lead to defeat.
But if there's no moral, only the Minotaur King defeats the troll in 1 unit vs. 1 unit (how unrealistic a setup that may be) on neutral ground, given the troll doesn't have to be first to attack.
MK uses speed advantage to get favorable position (via wait), then uses wait, troll uses defensive stance (better than move/skip turn), Minotaur King attacks twice, then deals in average exactly 40 damage, which is the trolls hit points.
I am not aware what kind of function choses a value in the base damage range. E.g. if it was die throws, the chance of hitting average would be higher, but it could also be any number in the range with equal chance, similar to a single dice throw.
If it's similar to a single dice throw, then the Minotaur King has to hit one of the following to win in the first round:
12, 20 (1 way)
13, 19/20 (2 ways)
14, 18-20 (3 ways)
15, 17-20 (4 ways)
16, 16-20 (5 ways)
17, 15-20 (6 ways)
18, 14-20 (7 ways)
19, 13-20 (8 ways)
20, 12-20 (9 ways)
The reversed case is already included, so the total number of ways are sum(1,9) (or 9 times the average of the sum) = 9 * (1 + 9) / 2 = 45. The total amount of possible things that can happen is 9 * 9 = 81. Therefore the chance of the MK winning in any given round before any attack is 45 / 81 ~ 55% chance.
If the troll only hit average damage it'd needs 5 rounds to defeat the Minotaur King, but will in general require 4 - 6 rounds. If one assumes all damage rolls, 10 - 15 are with equal probability (single dice throw), the troll requires 6 hits only if it hits minimum damage every time, it requires 4 hits to take down the MK if it hits between range 13-15, or sufficiently compensates lower value hits with higher value hits, i.e. if it hits 12, then 14 or 15.
Therefore the troll will most likely require 4-5 rounds to take down the MK. Since the troll cannot allow itself to attack the MK, if it uses wait, the troll has no other option than to defend on its turn, get attacked twice (retaliating twice), then regenerate and attack, and gets retaliated upon. After these first attacks (round 1, 45% chance to survive), the MK has to attack a second time, and if the troll survives, the troll will have landed 4 hits and will have it turns for landing the final the final hit.
Under those circumstances, the Troll will win if the Minotaur King doesn't take it down in the first 2 rounds. That means the chance of the troll winning is 1 - (.55 [MK wins first round] + .45*.55 [MK doesn't win first round, but wins in the second one]) = 1 / 5.
On the other hand, after the first round, if the Troll in stead of attacking (which leads it to have a lower defense), decides to go into defensive stance again, the MK ought to choose wait to get two attacks in, the troll once again have to choose defensive stance (or get attacked 3 times), and then the result will be the same, the MK attacks twice, gets 2 retaliations, and the troll will survive with 45% chance, and then it's the troll turns, and it can finish off the MK. This way is even safer for the troll, if I'm not mistaken.
Finally there's the low risk of the troll requiring 6 hits to finish off the MK. This happens with (1/5) to the power of 6 chance, which is so low that after subtracting it from .2 you still get 1 / 5.
In other words, 1 unit vs. 1 unit, the troll stalemates most other level 5 units, but if the opponent has to attack, the troll has the upper hand against most if no moral and on neutral ground, except for the MK, which it'll lose against 4 / 5 times.
